Duriso, Chief of Police RE: PO 7184—Ordinance amending Chapter 14, Article XXIII (Police Chief Advisory Committee), Section 14-694(Created), Section 14-693 (Powers)and Section 14-694(Administration of the Code of Ordinances of the City of Port Arthur Introduction: The intent of this Agenda Item is to seek the City Council's approval to amend Chapter 14,Article XXIII (Police Chief Advisory Committee), Section 14-691 (Created), Section 14-693 (Powers), And Section 14-694 (Administration) of the Code of Ordinances of the City of Port Arthur. Background: The Port Arthur Police Chief would be requesting to amend Section 14-691 to reduce the number of Members of the committee to 14 members consistent with each Council Member and the Mayor appointing Two members to the committee. It would also be recommended that Sections 14-693 and 14-694 be amended in substantially the same form attached to the proposed resolution. Budget Impact: There is no budgetary impact. Recommendation: It is recommended that the City Council approve the amendment to Article XXIII (Police Chief Advisory Committee), Section 14-694 (Created), Section 14-693 (Powers) and Section 14-694 (Administration of the Code of Ordinances of the City of Port Arthur. AN ORDINANCE AMENDING CHAPTER 14, ARTICLE XXIII (POLICE CHIEF ADVISORY COMMITTEE), SECTION 14-691 (CREATED), SECTION 14-693 (POWERS) AND SECTION 14-694 (ADMINISTRATION) OF THE CODE OF ORDINANCES OF THE CITY OF PORT ARTHUR WHEREAS, pursuant to Ordinance No. 17-05, the organization of the Police Chief Advisory Committee was created to enhance citizen understanding, communication and cooperation between the police department and the community; and, WHEREAS, it is requested that Section 14-691 be amended to reduce the number of members of the Committee to 14 members consistent with each council member and the mayor appointing two members to the committee; and, WHEREAS, it is also recommended that Sections 14-693 and 14-694 be amended in substantially the same form as attached hereto as Exhibit"A". NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That Sections 14-691, 14-693 and 14-694 be amended, as delineated in Exhibit A. Section 3. POLICE CHIEF ADVISORY COMMITTEE ARTICLE XXIII. POLICE CHIEF ADVISORY COMMITTEE' Sec. 14-691. Created. There is created a police chief advisory committee.The committee shall be comprised of 14 members. Each council member and the mayor shall appoint two members to the committee.Vacancies shall be filled by the city council member serving in the position making the original appointment for the unexpired term. Members of the police chief advisory committee shall serve without compensation, and all members of such committee shall be subject to removal at the will and pleasure of the city council. Members shall be appointed for a one-year term. (Ord. No. 17-05, §2(Exh.A), 1-31-2017) Sec. 14-692. Duties. The duties of the police chief advisory committee shall be advisory in nature to the police chief. Its duties, among others,shall be: (1) Assisting the police department in achieving a greater understanding of complex police community issues; (2) Studying, examining,and recommending methods and approaches to develop an active citizen-police partnership in the prevention of crime; (3) Promoting cooperative citizen-police programs and approaches in order to resolve community crime problems,and/or legislation that will enhance cooperation among citizens and the police department; (4) Receiving information concerning police department programs,services,and operations; (5) Acting as liaison between the community and the police department on matters addressed by the committee; (6) Participating in meaningful dialogue and providing meaningful input related to the objectives of the committee; (7) Assuming other tasks or duties to facilitate the accomplishment of the committee objectives. The police chief advisory committee shall will meet once per month or as required by the chairman, police chief,or city manager.Since the committee is advisory in nature,a quorum of members is not required to conduct business.
