I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Kinlaw gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday, August 8,
2023 at 10:15 a.m. in the City Council Chamber, City Hall, with the following members
present: Mayor Pro Tern Tiffany Hamilton; Councilmembers Willie "Bae" Lewis, Doneane
Beckcom, Harold Doucet, Thomas Kinlaw, III. and Donald Frank Sr.; City Manager Ron
Burton; City Secretary Sherri Bellard; City Attorney Valecia R. Tizeno and Sergeant At
Arms Police Chief Tim Duriso.
Mayor Thurman Bill Bartle and Councilmember Donald Fank was absent from the
Special Meeting.
Mayor Pro Tem Hamilton chaired the meeting.
II. WORKSHOP
To Discuss The Proposed Fiscal Year 2023 — 2024 Budget
City of Port Arthur Consultant Dr. Haney Thome appeared before the City Council to
answer inquiries regarding the Fiscal Year 2023 -2024 Budget.
III. ITEMS REQUIRING INDIVIDUAL ACTION
(1) P.R. No. 23276 — A Resolution To Consider Establishing The
Proposed Fiscal Year 2023-2024 Tax Rate, Taking A Record
Vote And Scheduling A Public Hearing To Receive Public
Comment On The Proposed Tax Rate
Mayor Pro Tem Hamilton introduced the above-mentioned Proposed Resolution.
Upon the motion of Councilmember Beckcom, seconded by Councilmember Doucet and
carried, Proposed Resolution No. 23276 was adopted becoming Resolution No. 23-328.
Voting Yes: Mayor Pro Tern Hamilton; Councilmembers Lewis, Beckcom and Doucet.
Voting No: None.
The caption of Resolution No. 23-328 reads as follows:
RESOLUTION NO. 23-328
A RESOLUTION TO CONSIDER ESTABLISHING
THE PROPOSED FISCAL YEAR 2023-2024 TAX
RATE, TAKING A RECORD VOTE AND

(2) P.R. No. 23284 — A Resolution To Call A Public Hearing To
Receive Public Comment On The Proposed Fiscal Year 2023-
2024 Budget
Mayor Pro Tern Hamilton introduced the above-mentioned Proposed Resolution.
Upon the motion of Councilmember Lewis, seconded by Councilmember Doucet and
carried, Proposed Resolution No. 23284 was adopted becoming Resolution No. 23-329.
Voting Yes: Mayor Pro Tem Hamilton; Councilmembers Lewis, Beckcom and Doucet.
Voting No: None.

IV. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Lewis, seconded by Councilmember Doucet and
carried unanimously, the City Council adjourned their meeting at 11:33 a.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
