HomeMy WebLinkAboutPR 23467: CHANGE ORDER NO. 1 FOR SANITARY SEWER REHABILITATION SABINE PASS PEARL STREET PROJECT EttergN City of City ort rthur Texas INTEROFFICE MEMORANDUM WATER UTILITY DEPARTMENT-ADMINIST RATION Date: November 27, 2023 To: The Honorable Mayor and City Council Through: Ronald Burton, City Manager From: Calvin Matthews, P.E., Water Utilities Director RE: PR No. 23467 — Change Order No. 1 for Sanitary Sewer Rehabilitation Sabine Pass Pearl Street Project Introduction: The intent of this Agenda Item is to seek the Council's approval of Change Order No. 1 for the Sanitary Sewer Rehabilitation Sabine Pass Pearl Street Project Background: On July of 2023, the Council passed Resolution No. 23-285 awarding the Sanitary Sewer Rehabilitation Sabine Pass Pearl Street Project contract to Global Drilling,Inc. of Winnie,Texas. The construction management of the project is performed by GTCE and city staff. After the project was awarded, the concrete structure of Lift Station No.7 started to crack and break. The proposed new 12"sewer pipe connects to this lift station. To prevent this lift station's future failure, city staff suggested Change No.1 (Exhibit "A"), which includes installation of new 12" HDPE Pipe by direction drilling from Manhole No. 4 to Manhole No. 5; modification of Manhole No. 5 for emergency backup of lift station; and decrease the 711 LF of 12" HDPE sanitary sewer pipe by pipe bursting. Change Order No. 1 is also extending the contract time by 60 days to a new total contract term on 180 days. Budget Considerations: Change Order No. 1 will increase the contract amount by $88,182.00 to a new total contract amount of$441,094.00. Funding is available in Account No. 405-40-000-8516-00-00-000, Project No. WS0006-CON. Recommendation: Recommend that the City Council approve Proposed Resolution No. 23467 authorizing the execution of Change Order No. 1 with Global Drilling, Inc. of Winnie, Texas as described/outlined above. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 1 TO THE CONTRACT WITH GLOBAL DRILLING,INC.OF WINNIE, TEXAS FOR THE SANITARY SEWER SYSTEM REHABILITATION SABINE PASS PEARL STREET PROJECT, INCREASING THE CONTRACT AMOUNT BY $88,182.00 TO THE NEW TOTAL CONTRACT AMOUNT OF $441,094.00; AND A TIME EXTENSION OF 60 DAYS TO A NEW TOTAL CONTRACT TERM OF 180 DAYS; FUNDING AVAILABLE IN ACCOUNT NO. 405-40-000-8516-00-00-000, PROJECT NO. WS0006-CON. WHEREAS, pursuant to Resolution 23-285, City Council award the contract to Global Drilling, Inc. of Winnie, Texas for the Sanitary Sewer Rehabilitation Sabine Pass Pearl Street Project with a total projected budgetary amount of$352,912.00; and, WHEREAS, after the project was awarded, the concrete structure of Lift Station No.7 started to crack and break,which is unsafe and causes the potential failure of the lift station; and, WHEREAS,to prevent this lift station's future failure, city staff suggested Change Order No. 1 (Exhibit"A")which includes installation of new 12" HDPE Pipe by direction drilling from Manhole No. 4 to Manhole No. 5; modification of Manhole No. 5 for emergency backup of lift station; and decrease the 711 LF of 12" HDPE sanitary sewer pipe by pipe bursting; and, WHEREAS, Change Order No. 1 will also extend the contract time by 60 days to a new total contract time of 180 days; and, NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT,the City Manager of the City of Port Arthur is hereby authorized to execute Change Order No. 1 (Exhibit "A") with Global Drilling, Inc. of Winnie, Texas for the Sanitary Sewer PR No. 23467 11/27/2023 JL Page 2 of 3 System Rehabilitation, Sabine Pass, Pearl Street Project increase the current contract amount by $88,182.00 to a new total contract amount of$441,094.00 and extending the contract time by 60 days to a new term of 180 days; and, THAT, said funding for this contract is being provided through Water Utilities Capital Improvement Fund 405-40-000-8516-00-00-000, Project No. WS0006-CON; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
