Comment
Recommendation:
It is recommended the City Council of the City of Port Arthur adopt Proposed
Resolution No. 23509 which adopts a Community Benefits Plan (CBP) Policy for
the City of Port Arthur.
Background:
As Port Arthur celebrates its Quasquicentennial, we must note the rich legacy and
connection between the City's longevity and the growth of its industrial/commercial
sectors. Indeed, the strength of the city's industrial and commercial centers have provided
Port Arthur with an enviable budgetary stability.
However, as Port Arthur looks towards the next one hundred twenty-five (125) years, it is
incumbent on the city's policy leaders and administrators to ensure that we set a
foundation, and path, that not only addresses monetary requirements, but also a
coordinated approach to improving the quality of life for citizens. This requires actively
engaging our industrial and commercial citizens in a committed planning process.
Community Benefit Plans (CBP) are an effective tool for clearly defining the focus of
plans for the improvement of the quality of life in the city. As part of each industrial
development agreement and each commercial development agreement, we will determine
what area, or areas, of focus (e.g., infrastructure, community and economic development
programs,job training, etc.)will be included as part of the agreement.
Our city needs to reflect the positive investment, and growth, of our industrial and
commercial sectors. Community Benefits Plans (CBP) have had great success in
accomplishing this goal and were a topic of substantial discussion during the most recent
National League of Cities Summit.
Budgetary:
Varying depending on the size and type of industrial/commercial agreement as
well as area(s) of focus.
Staffing/Employee Effect:
None
Summary:
I recommend adoption of Proposed Resolution No. 23509 which adopts a
Community Benefits Plan(CBP) Policy for the City of Port Arthur.

RESOLUTION NO.
A RESOLUTION ADOPTING A COMMUNITY
BENEFITS PLAN (CBP) POLICY
WHEREAS,Port Arthur,Texas is a corporate municipality located in southeast Texas; and,
WHEREAS, in this year of our Lord two thousand twenty-three (2023) Port Arthur, Texas is
celebrating its 125th birthday—the city's Quasquicentennial; and,
WHEREAS, the City of Port Arthur desires to plan for its ongoing growth and prosperity; and,
WHEREAS, the City of Port Arthur seeks to embrace and foster commercial and industrial
development in,and approximate to,the corporate boundaries of the city; and,
WHEREAS, the City Council of the City of Port Arthur deems it reasonable and prudent to ensure
that industrial development agreements and commercial development agreements be enhanced to facilitate
a nexus between the aforementioned development and community awareness and prosperity;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
Section 1. That,the facts and opinions in the preamble are true and correct.
Section 2. That, the City Council considers the nexus between industrial development,
commercial development, and community enhancement to be a key consideration for future agreements.
Section 3. That, the City Council hereby establishes a policy that any future commercial
development or industrial development agreements executed hereafter include a Community Benefits Plan
(CBP) which addresses Infrastructure Improvement and at a minimum one other element of the
Community Benefit Plan Areas of Focus as delineated in the Community Benefit Plan Areas of Focus
delineated in Attachment"A"hereto.
Section 4. That, the City Manager is hereby authorized, and directed, to prepare and negotiate a
Community Benefit Plan(CBP)for all such agreements covered hereby and executed hereafter. Said areas
of focus in the CBP may be expanded or further defined as determined by the City Manager.
Section 5. That,a copy of this Resolution be spread upon the minutes of the City Council.
