RESOLUTION NO.
A RESOLUTION RESCINDING RESOLUTION NUMBER
23-066, IN ITS ENTIRETY, AS IT PERTAINS TO AN
INDUSTRIAL DISTRICT AGREEMENT (IDA) WITH LG
CHEM,LTD.
WHEREAS, on February 14, 2023, pursuant to Sections 42.044 and 212.172 of the
Texas Local Government Code, the City Council approved an Industrial District Agreement
(IDA) with LG Chem, Ltd., via Resolution 23-066, exclusively for the construction of a new Iso-
Propyl Alcohol manufacturing facility in the City's Extraterritorial Jurisdiction (ETJ)/Industrial
District; and
WHEREAS, the execution of the IDA was contingent upon the land acquisition by LG
Chem for the proposed project; and
WHEREAS, on November 28, 2023, LG Chem notified the City that they have decided
not to pursue the project at the Port Arthur site at this time, as the project has been tentatively
postponed to late 2025/early 2026; and
WHEREAS, it is deemed appropriate for the City Council to rescind Resolution Number
23-066, in its entirety, due to the postponement of the project by LG Chem.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby rescinds Resolution Number 23-066, in its
entirety, as it pertains to the Industrial District Agreement(IDA)with LG Chem, Ltd.
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes
of the City Council.

Regrettably,we have decided not to pursue the project at the Port Arthur site at this time, as the project has been tentat
ively postponed to late 2025/early 2026. Even so, as we may reconsider other sites in Port Arthur as a potential project to
cation when the project resumes,your continued support then would be greatly appreciated.
