The purpose of this request is to change the zoning from "LDR" Low -

BACKGROUND:
An application was filed with the Planning and Zoning Commission on November 13, 2023, requesting
a zoning map amendment to allow for the development of an extended stay at the said location.

Any person or corporation having a proprietary interest in any property may petition the City Council
for a change or amendment to the provisions of this ordinance. The Planning and Zoning Commission
may, on its own motion or on request from the City Council, institute a study and proposal for changes
and amendments in the public interest.
A Zoning Map Amendment (Rezoning) is a change or modification to the boundaries of any zoning
district within the Zoning District Map.
ANALYSIS:
Section 2.03 (B) of the Zoning Ordinance provides district regulations for development in said district.
Section 2.04 (B) of the Zoning Ordinance provides district regulations for the Zoning Map Amendment
Request if said request is approved.
ACCESS:
The project entrance(s) are located on 65th Street
PUBLIC NOTICE:
On Friday, November 17, 2023, fourteen (14) notices were mailed to adjacent property owners within
a 200 ft. Radius and published in the Port Arthur Newspaper a minimum of fifteen (15) days before
the P&Z public hearing scheduled for December 4, 2023. As of November 27, 2023, the Office of
Planning & Zoning has not received any letters of opposition.
FISCAL IMPACT BUDGET IMPLICATIONS:

RECOMMENDED ACTION:
Per Local Government Code Section 211.007, the Planning and Zoning Commission shall make a
preliminary report and hold a public hearing before submitting a final report with a recommended
action to the City Council.

BACKGROUND_:
An application was filed with the Planning and Zoning Commission on November 9, 2023, requesting
a zoning map amendment to allow for the development of a park -and -ride facility at the said location.
Any person or corporation having a proprietary interest in any property may petition the City Council
for a change or amendment to the provisions of this ordinance. The Planning and Zoning Commission
may, on its own motion or on request from the City Council, institute a study and proposal for changes
and amendments in the public interest.
A Zoning Map Amendment (Rezoning) is a change or modification to the boundaries of any zoning
district within the Zoning District Map.
ANALYSIS:
Section 2.03 (D) of the Zoning Ordinance provides district regulations for development in said district.
Section 2.04 (B) of the Zoning Ordinance provides district regulations for the Zoning Map Amendment
Request if said request is approved.
ACCESS:
The project entrance(s) are located on Texas-93 Spur [A.K.A. West Port Arthur Road].
PUBLIC NOTICE:
On Friday, November 17, 2023, twenty-three (23) notices were mailed to adjacent property owners
within a 200 ft. Radius and published in the Port Arthur Newspaper a minimum of fifteen (15) days
before the P&Z public hearing scheduled for December 4, 2023. As of November 27, 2023, the Office
of Planning & Zoning has not received any letters of opposition.

RECOMMENDED ACTION:
Per Local Government Code Section 211.007, the Planning and Zoning Commission shall make a
preliminary report and hold a public hearing before submitting a final report with a recommended
