Assistant City Manager Pamela Langford addresses future development concerns will be discussed once the property decides what he would like to construct on his property during the pre - development phase. City officials will discuss any an all concerns and requirements at that time. Pamela also explains to commissioners that site plans are not required to be approved by the P & Z Commission if commercial retail development is allowed by right. Assistant City Attorney Sherry Vital emphasizes on making sure commissioners understand that this is not a zone change request & the property owner does have the right to replat his property for commercial retail development. An application for a preliminary plat was filed on October 9, 2023 and approved unanimously by the Planning & Zoning commission on November 6, 2023. The purpose of this minor plat is to create one reserve. According to section 98-202, section 98-203, & section 98-204 of the City of Port Arthur's Local Ordinance in regards to final plat submittal and approval, after compliance with the procedure described in section 98-201 and a preliminary plat has been approved by the planning and zoning commission, the subdivider shall prepare and submit to the director of planning for filing with the commission. Upon approval of the plat, provided that such plat has been otherwise fully and properly endorsed and specifications for the subdivision as required in this chapter have been reviewed by the director of planning and construction plans approved by the city engineer and water utilities manager, the chairman of the commission shall sign the space provided. An email of the final plat, with supporting documentation, was forwarded to the Public Works & Engineering Division on Monday, December 18, 2023 for additional analysis and the final drawing was cleared for filing. On Wednesday, December 21, 2023, six (6) notices were mailed to adjacent property owners within a 200 ft. Radius, as well as published in the Port Arthur News; more than fifteen (15) days before the P&Z public hearing scheduled for January 8, 2024.
