I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Beckcom gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Mondsay, August
28, 2023 at 10:05 a.m. in the City Council Chamber, City Hall, with the following
members present: Mayor Thurman Bill Bartie; Councilmembers Donene Beckcom,
Harold Doucet and Donald Frank Sr.; City Manager Ron Burton; Assistant City Secretary
Kelly Moore; City Attorney Valecia R. Tizeno and Sergeant At Arms Police Chief Tim
Duriso.
Mayor Pro Tem Tiffany Hamilton and Councilmember Willie "Bae" Lewis joined the
Special Meeting at 10:20 a.m.
Councilmember Thomas Kinlaw, III. was absent from the Special Meeting.
II. PUBLIC HEARING — 10:00 A.M.
To Receive And Consider Public Comment(s) For All Interested Citizens
With Regard To The City Of Port Arthur's Proposed Annual Operation
Budget And Capital Improvement Program For The Fiscal Operating
Budget And Capital Improvement Program For The Fiscal Year
Beginning October 1, 2023 And Ending September 30, 2024. The Port
Arthur Section 4A Economic Development Corporation's Operating
Budget Will Also Be Considered. The Public Will Also Be Able To View
The Public Hearing Via The City's Website At www.portarthurtx.gov
THIS BUDGET WILL RAISE MORE TOTAL PROPERTY TAXES THAN LAST
YEAR'S BUDGET BY $4,770,414.00 OR 22.68%, AND OF THAT AMOUNT,
$453,731.00 IS TAX REVENUE TO BE RAISED FROM NEW PROPERTY
ADDED TO THE TAX ROLL THIS YEAR
The Mayor introduced the above-mentioned Public Hearing at 10:08 a.m.
Finance Director Kandy Daniel appeared before the City Council and gave an overview
of the above-mentioned item.
The Mayor requested to hear from anyone present in the audience who wished to
speak regarding the above-mentioned item.
City Consultant Dr. Hani Tohme appeared before the City Council to answer inquiries
regarding the proposed budget.
Joan Jones, 640 6th Street, appeared before the City Council to ask questions regarding
the proposed budget.
Upon the motion of Councilmember Beckcom, seconded by Councilmember Doucet and
carried unanimously, the City Council closed the Public Hearing at 11:26 a.m.
ACTION ITEM
To Consider Taking Action On The Adoption Of The City Of Port Arthur's
Proposed Annual Operating Budget And Capital Improvement Program
For The Fiscal Year Beginning October 1, 2023 And Ending September
30, 2024
The Mayor introduced the above-mentioned item.

Upon the motion of Councilmember Frank, seconded by Councilmember Doucet and
carried, the above-mentioned motion was adopted.
Voting Yes: Mayor Bartle; Mayor Pro Tem Hamilton; Councilmembers Lewis, Beckcom,
Doucet and Frank.
Voting No: None.
III. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Doucet, seconded by Councilmember Frank and
carried unanimously, the City Council adjourned their meeting at 11:29 a.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
