RE: P.R. 23527—2024 State Homeland Security Program (SHSP)
Introduction:
The intent of this agenda item is to seek the City Council's authorization for the Fire
Department to apply for a grant from 2024 State Homeland Security Program (SHSP) in the
amount of$62,350.00 for the purchase of a XplorIR Handheld Gas Identification System.
Background:
The Port Arthur Fire Department currently has a Smiths Detection Gas ID gas sampling and
detection device. This current detection system is no longer in service. It has reached the end
of its service life and repair parts and repair services are no longer available. The Gas ID was
in service for over 15 years. The XplorIR Handheld Gas Identification System offers state of
the art technology that will enhance the Fire Department's ability to sample, detect, analyze,
and identify gas releases during any type of response involving hazardous materials response
operations.
Budget Impact:
There will be no fiscal impact on the budget. This is a no match grant.
Recommendation:
The Fire Department recommends that the City Council authorizes the application for a grant
from 2024 State Homeland Security Program (SHSP) in the amount of$62,350.00 for the
purchase of a XplorIR Handheld Gas Identification System.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE FIRE DEPARTMENT TO
APPLY FOR THE 2024 STATE HOMELAND SECURITY PROGRAM
(SHSP) GRANT PROGRAM IN THE AMOUNT OF $62, 350 . 00
FOR THE PURCHASE OF A XPLORIR HANDHELD GAS
IDENTIFICATION SYSTEM WITH NO GRANT MATCH
REQUIREMENT.
WHEREAS, the current Port Arthur Fire Department gas
sampling and detection system has reached the end of its
service life; and
WHEREAS, repairs and replacement parts are no longer
available; and
WHEREAS, the 2024 State Homeland Security Program (SHSP)
grant provides an opportunity to apply for funding to replace
the old system; and
WHEREAS, there is no cash match requirement for the
grant; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Council authorizes the City
Manager to allow the Fire Department to apply for the 2024
State Homeland Security Program.
