Langford, Assistant City Manager— Operations/Director of Development Services RE: P.R. NO. 23539 —A resolution authorizing an increase to the Woodworth Streetscape Improvement Project allocation. Introduction: This Agenda Item intends to request authorization for the City Manager to amend Resolution No. 23-149, allocating an additional $7,000,000.00 from Total Unallocated Funds from FY 2023 Street Allocations for improvements to the Woodworth Boulevard Streetscape Project from S.H. 87 (Gulfway Drive) to Lakeshore Drive. The new budgeted amount for the project will be $14,200,000.00. Background: Woodworth Boulevard has been nominated for improvements and beautification for its unique location and entryway into downtown Port Arthur. Pursuant to Resolution 21- 542, approved by the City Council on December 20, 2021, $3,000,000.00 was allocated for the design, engineering, and construction of improvements to Woodworth Boulevard from Lakeshore Drive to Gulfway Drive (Highway 87). Pursuant to Resolution 22-284, approved by the City Council on June 21 , 2022, the City Manager was authorized to enter into an agreement with Arceneaux, Wilson & Cole, LLC (AWC) of Port Arthur, Texas, to provide professional engineering services associated with the reconstruction of Woodworth Boulevard from Lakeshore Drive to Gulfway Drive (Highway 87) for $383,410.00. AWC provided drawings and renderings of the Woodworth Boulevard Project, and it was determined that the original $3,000,000.00 allocated under Resolution 21- 542 would not be sufficient to complete the project successfully. "Remember, we are here to serve the Citizens of Port Arthur" P.O.Box 1089 X Port Arthur.Texas 77641-1089 X 409.983.8101 X FAX 409.982.6743 Staff identified $14,945,286.00 available from Total Unallocated Funds from years 1- 5 Street Allocations, of which $4,200,000.00 was assigned to the project. Resolution No. 23-149 was submitted requesting that the City Manager amend Resolution 21-542 to reflect the additional $4,200,000.00 to the Woodworth Boulevard Project for the total budgeted amount of$7,200,000.00. Arceneaux, Wilson, and Cole submitted engineering and design plans that were bided out through the competitive bidding process. On November 8, 2023, the City received two (2) sealed bids for the Woodworth Boulevard Streetscape Improvement Project, with the lowest and most recommended bid being $13,426,347.92. The current funding allocation is still not sufficient to cover the total cost of the project, creating a deficit of $6,700,000.00. Additional funding is being requested for $300,000.00 for construction management services. P.R. No. 23539 is being submitted requesting that the City Manager amend Resolution 23-149 to reflect the addition of $7,000,000.00 to the Woodworth Boulevard Project for the total budgeted amount of $14,200,000.00. Funding is available in the FY2023 Capital Improvement Street Allocation Budget. Budget Impact: Funds are available in Total Unallocated Funds from FY2023 Street Allocations, Account No. 307-21-053-8517-00-10-000. Final approval of the funding allocation will require a budget amendment to re-appropriate the $7,000,000.00 allocation from the general street budget to the Woodworth Boulevard Infrastructure Improvement Project budget. Recommendation: It is recommended that the City Council approve P.R. No. 23415, authorizing the City Manager to amend Resolution No. 23-149, allocating an additional $7,000,000.00 from Total Unallocated Funds from FY 2023 Street Allocations for improvements to the Woodworth Boulevard Streetscape Project from S.H. 87 (Gulfway Drive) to Lakeshore Drive. A RESOLUTION AMENDING RESOLUTION 23-149 INCREASING THE PROJECT ALLOCATION BY $7,000,000.00 FOR ENGINEERING, DESIGN, AND CONSTRUCTION OF INFRASTRUCTURE IMPROVEMENTS ALONG WOODWORTH BOULEVARD BETWEEN SH 87 (GULFWAY DRIVE) AND LAKESHORE DRIVE, ESTABLISHING A REVISED BUDGET AMOUNT OF $14,200,000.00. FUNDING FOR THE PROJECT IS AVAILABLE IN THE FY 2022 AND FY 2023 CAPITAL IMPROVEMENT BUDGETS, ACCOUNT NUMBER 307-21-053- 8517-00-10-000. WHEREAS, the City Council believes that the improvement of infrastructure along Woodworth Boulevard between SH 87 (Gulfway Drive" and Lakeshore Drive will increase the opportunity for investment and expand economic development in the City of Port Arthur; and, WHEREAS, pursuant to Resolution No. 21-542, the City Council authorized the allocation of$3,000,000.00 for the engineering, design, and construction of improvements to Woodworth Boulevard from Lakeshore Drive to SH 87 (Gulfway Drive); and, WHEREAS, pursuant to Resolution No. 22-284, the City Council authorized the City Manager to enter into an agreement with Arceneaux, Wilson, & Cole, LLC (AWC) of Port Arthur, Texas, to provide professional engineering, planning, and design services for the improvement project in the amount of $383,410.00; and, WHEREAS, pursuant to Resolution No. 23-149, the City Council authorized an increase in the project allocation by $4,200,000.00, establishing a revised budget amount of $7,200,000.00 with funding being available in the FY 2022 Capital Improvement Budget; and, WHEREAS, Arceneaux, Wilson, and Cole have provided the city with engineering and design plans for the project and have bided the construction phase through the competitive bidding process; and, P.R. NO. 23539 12/27/2023 PDL Page 2 of 5 WHEREAS, on November 8, 2023, the City received two (2) sealed bids for the Woodworth Boulevard Streetscape Improvement Project, with the lowest and recommended bid being $13,426,347.92, as delineated in Exhibit "A"; and, WHEREAS, it has been determined that an additional $7,000,000.00 is needed to complete the construction phase of the Woodworth Boulevard Streetscape Improvement Project from S.H. 87 (Gulfway Drive) to Lakeshore Drive, with the additional funding being available in the FY 2023 Capital Improvement Budget; and, WHEREAS, it is recommended that the City Council authorize the amendment to Resolution 23-149 allocating an additional $7,000,000.00 to the project total, increasing the total allocated amount to $14,200,000.00 for the Woodworth Boulevard Streetscape Improvement project from S.H. 87 (Gulfway Drive) to Lakeshore Drive, including construction management services; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: That the facts and opinions in the preamble are true and correct. That the City Council of the City of Port Arthur hereby authorizes the amendment to Resolution No. 23-149, increasing the project allocation by $7,000,000.00, establishing a revised budget of $14,200,000.00 for the Woodworth Boulevard Streetscape Improvement Project from S.H. 87 (Gulfway Drive) to Lakeshore Drive. Funding for the project is available in FY 2022 and FY 2023 unallocated Street Capital Improvement Budgets. THAT final approval of the funding allocation will require a budget amendment to re-appropriate the $7,000,000.00 allocation from the general street budget to the Woodworth Boulevard Infrastructure Improvement Project budget.
