R. #23550 Introduction: This Agenda item seeks the City Council's approval of P. R. #23550 to reject the bids received to rehabilitate nineteen(19)rental units owned by the non-profit organization Tender Loving Care Dba Legacy Community Development Corporation. Background: Resolution#23-295 approved $260,000 from the HOME Investment Partnership Grant American Rescue Plan(HOME-ARP)to Legacy Community Development Corporation. The Grant funding was allocated to Legacy Community Development Corporation to rehabilitate nineteen (19)rental units and pay the cost of insurance coverage for the units. According to the HOME-ARP qualifications and guidelines,the nineteen units will house people who are homeless or at risk of homelessness. City staff wants to procure the services again and reject the seven(7)bids received for the following reasons: 1. Five of the bidders were disqualified because bid bond requirements 2. The bids from the other two contractors were higher than anticipated. Budget Impact: The funding source is the HOME Investment Partnership Grant American Rescue Plan(HOME- ARP). Account number 108-13-033-5470-00-40-000; Project#HMEARP3. Recommendation: It is recommended that the City Council approve P. R. #23550. A RESOLUTION AUTHORIZING THE CITY MANAGER TO REJECT BIDS FOR THE REHABILITATION OF NINETEEN (19) RENTAL UNITS OWNED BY TENDER LOVING CARE DBA AS LEGACY COMMUNITY DEVELOPMENT CORPORATION. WHEREAS,as delineated in the City of Port Arthur's Purchasing Policy,the City solicited bids to rehabilitate nineteen(19)rental units that are owned by Legacy Community Development Corporation and will house persons that are homeless or at risk of homelessness in the HOME- ARP grant program (see resolution 23-295). A copy of the advertisement and bid are attached hereto as Exhibit"A"; and, WHEREAS,seven(7)bids were received and reviewed by city staff members. A copy of the Bid Tabulation sheet is attached hereto as Exhibit"B"; and, WHEREAS,after the review of all bids, it was concluded that the bids from Maintenance Masters, Imani Quality Concepts, DSW Homes, LLC, DRC Construction LLC, and MVI Constructions were incomplete and therefore disqualified; and, WHEREAS, the remaining bidders, James W. Turner Construction, LTD, and Delk Construction, submitted complete bids; however, their bid totals were determined to be a higher price than the City can receive on the market. Therefore, it is recommended that the bids be rejected, and the City will determine the most proper way to procure the rehabilitation service; and, NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct.
