ZONE CHANGE REQUEST Z23-10 MK Constructors Department of Development Services Division of Planning 1 Request… City Council is being asked to consider a Zoning Change for approximately 21.308 acres (928,176 SF) of land out of and a part of the W. Kyle Survey, Abstract No. 414, and consisting of all of Lots 10-25, Block 27, unimproved portions of Oleander, Violet, Gardenia, Camellia, Cox, Daisy, & Willow Streets right-of-way, a portion of Blocks 25 & 26, and All of Blocks 14, 15, & 16 of the unrecorded Palomar Addition, Section 1 Subdivision Plat, in the City of Port Arthur, Jefferson County, Texas. The property is located south of Texas-93 Spur [A.K.A West Port Arthur Road] between Shirley Street and 58th Street, Port Arthur, Jefferson County, Texas. 2 Purpose… The purpose of this request is to change the zoning from “HDR” High-Density Residential (Formerly referred to as “MF” Multi-Family) to “CR” Commercial Retail (Formerly referred to as “LC” Light Commercial) for the development of a park & ride facility. 3 Background… 4 Current/Proposed zoning Current Zoning : High Density Residential (HDR) – Is to establish areas appropriated for multiple-family dwellings. Proposed Zoning: Commercial Retail (CR)- The purpose of the Commercial Retail District is to provide a location for light commercial and retail activities.
