INVOCATION, PLEDGE & ROLL CALL Councilmember Frank gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on December 19, 2024 at 4:11 p.m. p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Thurman Bill Bartie; Mayor Pro Tern Tiffany Hamilton; Councilmembers Willie "Bae" Lewis, Doneane Beckcom Harold Doucet and Donald Frank, Sr.; City Manager Ron Burton; City Secretary Kelly Moore; City Attorney Valecia R. Tizeno and Sergeant At Arms Police Chief Tim Duriso. Councilmember Thomas Kinlaw, III. was absent from the Special Meeting. Mayor Pro Tern Hamilton and Councilmember Lewis joined the Special Meeting during closed session: II. *CLOSED MEETING (EXECUTIVE MEETING) Closed Meeting: (1) Section 551.071 Government Code — To Discuss And Receive Legal Advice From The City Attorney Regarding Potential And/Or Pending Claims, Contracts, Litigation And Other Legal Matters (2) Section 551.072 Government Code — To Discuss Or Deliberate The Purchase, Exchange, Lease, Or Value Of Real Property Within The Corporate Limits Of Port Arthur (3) Section 551.072 Government Code — To Discuss Or Deliberate The Purchase, Exchange, Lease, Or Value Of Real Property On The City's Westside And Pleasure Island (4) Section 551.087 Government Code — To Discuss Economic Incentives For Commercial, Residential, And/Or Industrial Business Prospect The City Council recessed their meeting at 4:15 p.m. to meet in Executive Session to consider the above-mentioned topics and reconvened their meeting at 5:34 p.m. with the following members present: Mayor Bartle; Mayor Pro Tern Hamilton; Councilmembers Lewis, Beckcom, Doucet and Frank; City Manager Burton; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Duriso. MOTION IN OPEN SESSION The City Attorney read the following motions into the record: A Motion Rejecting All Bids And/Or Offers For The City Owned Tract Of Land Located At 1101 West Gulfway Drive; And Authorizing The Relisting Of Said Land With A Licensed Real Et Ate Broker Pursuant To Chapter 272 Of The Texas Local Government Code 4 Upon the motion of Councilmember Frank, seconded by Mayor Pro Tem Hamilton and carried, the above-mentioned motion was adopted. Voting Yes: Mayor Bartle; Mayor Pro Tern Hamilton, Lewis, Beckcom, Doucet and Frank. Voting No: None. A Motion To Approve Language To Be Included In Deed Restrictions Related To The Abandonment Of The South Portions Of Terminal Road, Port Arthur, Jefferson County, Texas. The Proposed Deed Restriction Consists Of The Following Language. "The Property Can Only Be Used As A Road; No Other Use Is Permitted." Upon the motion of Councilmember Lewis, seconded by Councilmember Doucet and carried, the above-mentioned motion was adopted. Voting Yes: Mayor Bartie; Mayor Pro Tern Hamilton, Lewis, Beckcom, Doucet and Frank. Voting No: None. III. ADJOURNMENT OF MEETING Upon the motion by Councilmember Doucet, seconded by Councilmember Frank and carried unanimously, the City Council adjourned their meeting at 5:36 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
