HomeMy WebLinkAboutPR 23564: SANITARY SEWER SYSTEM REHABILITATION CONTRACT 1, CHANGE ORDER NO. 2 City of ort rtou 7• „ INTEROFFICE MEMORANDUM Date: January 19, 2024 To: The Honorable Mayor and City Council Through: Ronald Burton, City Manager From: Calvin Matthews, P.E., Water Utilities Director RE: PR No. 23564 - Sanitary Sewer System Rehabilitation Contract 1, Change Order No. 2 Introduction: This Agenda Item intends to seek the City Council's approval for Change Order No. 2 to Sanitary Sewer System Rehabilitation Contract 1 project with King Solutions, LLC to replace 2,950 ft of 8" sanitary sewer lines, 2 manholes, 1 clean-out, connect 60 short side service lines, remove 1,960 ft of 10" sanitary sewer lines, and extend the construction time by 80 days. Background: The Sanitary Sewer System Rehabilitation Contract 1 project was designed by Golden Triangle Consulting Engineers and managed by City Staff. On May 9, 2023, the Council passed Resolution No. 23-219, which awarded King Solutions, LLC with the construction phase of the Sanitary Sewer System Rehabilitation Contract 1. Resolution No. 23-352 Change Order No. 1 added 640' of sanitary sewer line on 22nd Street and 1020 ft on line 4, as well as deleting the 8" sanitary sewer replacement on line 3 and the 12" sewer replacement on 22nd Street between manholes 4 and 5 (see the Exhibit A, attached map). The city staff proposed Change Order No. 2 will consolidate the contract quantity and additional nearby sewer line installation which collapsed after the design and award of the contract. It includes replacing 2,950 ft of 8" sewer line, 2 manholes, 1 clean-out, connecting 60 short side service lines, removing 1,960 ft of 10" sanitary sewer lines that had been done by city force, and extending the construction time by 80 days. "Remember, we are here to serve the Citizens of Port Arthur" City of ort rthu � Budget Impact: The original contract total amount is $1,419,884.00. Change Order No. 1, increased the total project cost by $54,140.00. Change Order No. 2, will increase the total project cost by $90,800.00 to the final total contract amount of$1,564,824.00. Change Order No.1 and No. 2 increase the original contract amount by 10.2%. Funds are available in Account No. 405-40-000-8516-00-00-000, Project No. WS-0006-CON. Recommendation: It is recommended that City Council adopt Proposed Resolution No. 23564, thereby increasing the project scope and total contract price, as described/outlined above. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 2 TO THE CONTRACT WITH KING SOLUTIONS, LLC OF HOUSTON, TEXAS FOR THE SANITARY SEWER SYSTEM REHABILITATION CONTRACT NO. 1, INCREASING THE CONTRACT AMOUNT BY $90,800.00, TO A NEW CONTRACT TOTAL OF $1,564,824.00; AND A TIME EXTENSION OF 80 DAYS FOR A NEW TOTAL CONTRACT TIME OF 230 DAYS. ACCOUNT NO. 405-40- 000-8516-00-00-000,PROJECT NO. WS0016-CON. WHEREAS, pursuant to Resolution No. 23-219, the City Council awarded a contract to King Solutions, LLC of Houston, Texas for the construction phase of the Sanitary Sewer System Rehabilitation Contract No. 1 for the total contract amount of$1,419,884.00; and, WHEREAS, pursuant to Resolution No. 23-352, Change Order No. 1 was approved by adding 640 ft of pipe bursting on 22nd Street and 1020 ft on line 4, as well as deleting the 8" sewer replacement on line 3 and the 12" sewer replacement on 22nd Street between manholes 4 and 5, increasing the contract amount by $54,140.00, and bringing the new contract amount to $1,474,024.00; and, WHEREAS, City staff propose Change Order No. 2 to replace 2,950 ft of 8" sanitary sewer lines, 2 manholes, 1 clean-out, connect 60 short side service lines, remove 1,960 ft of 10" sanitary sewer lines that the City forces had installed; and, WHEREAS, Change Order No. 2 will extend the construction time by 80 days in the project and increase the total amount by $90,800.00 as delineated in EXHIBIT "A"; and, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to PR No. 23564 1/19/2024 JL Page 2 of 3 execute Change Order No. 2 to the contract with King Solutions, LLC of Houston, Texas, increasing the contract amount by $90,800.00 to a new contract total amount of $1,564,824.00 and extending the construction time by 80 days to the total construction time of 230 days; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Increase the Contract Amount by$90,800.00 for the following changes. a. Install the 2950 ft of 8" sewer line, 2 manholes, 1 clean-out, and connect 60 short side service lines between 6th Street and 8th Street. b. Remove 1960 ft of 10" sewer line. 2. Request an 80-day extension to complete all the remaining work due to delays in materials, weather days, and additional scope of work. We have been experiencing manufacturing delays in pipe,manhole ring and covers, and pipe fittings which in terms have affected our ability to perform work in timely manner. King Solution Services remains fully committed to pursuing the completion of our work in a safe, diligent, and reasonable manner under the current circumstances. However, we are requesting a 80-day extension to complete all remaining work impacted by delays in materials and weather but also to complete additional scope of work added to the contract. We appreciate your cooperation and understanding on this matter. We will continue to keep you informed of any changes and we will do our best to minimize the effects of these delays on our work.
