Wayfinding Signage Program
The Wayfinding Signage Program is a program designed to create a graphically unified family of directional, contextual and identification signs across a range of signage mediums. This
program is intended to guide motorists, bicyclists, and pedestrians along and through streets, sidewalks and public spaces throughout the City of Port Arthur.

June 23, 2020 – Pursuant to Resolution No. 20-208, the City of Port Arthur entered into a contract with Clark Condon Associates, for the design and implementation plan of a wayfinding
and monument signage program
May 11, 2021 – Clark Condon Associates, Inc. came before City Council and made a presentation that showed the design and implementation plan for the wayfinding program
Pursuant to Resolution No. 21-180, the City of Port Arthur entered into a contract with Clark Condon Associates, Inc. for the landscaping design and construction documents for the wayfinding
program

Wayfinding Signage Program Update
March 2022 – The design for the City of Port Arthur Monument and Signage project was complete.
April 2022 – The design packet had to be updated with the revised slogan (Gateway to Opportunity)
May 2022 – The complete design package was sent to TXDOT. Prior to beginning any construction activities, the City of Port Arthur had to fully execute a Gateway Monument Agreement with
TXDOT.
July 19, 2022 – Pursuant to Resolution No. 22-319, the City of Port Arthur entered into an Interlocal Gateway Monument Agreement with the Texas Department of Transportation for the
installation of wayfinding signage

Wayfinding Signage Program Update
September 2022-City Staff discussed the areas where the directional signage would be placed at Pleasure Island as this would be part of Phase II. We received the graphic designs for
all the other signage types.
October 2022 – Received the Signage Package with Technical Specifications and Drawings to be advertised for Bid. This was also sent out to TXDOT for the final permit.
November 2022 – Bids were advertised for the construction of the wayfinding signs for the wayfinding signage program
January 18, 2023 – Bids were received for the construction for the Wayfinding Project
March 14, 2023 – Pursuant to 23-095, the City of Port Arthur entered into a contract with Preferred Facilities Group-USA, LLC of Port Arthur, Texas for the Construction of Wayfinding
Signs for the Wayfinding and Monument Signage Program for the City of Port Arthur with a projected budgetary impact of $1,237,130.40 of that $1,087,000.74 is being funded by Hotel Occupancy

Wayfinding Signage Program Update
May 2023 – City Staff had a discussion with the Preferred Facilities Group and Clark Condon regarding the Railroad. KCS explained to them that they will not be able to paint anything
on the overpasses.
May 25, 2023 – Meeting was held with TXDOT to review the locations of the 3 Primary Signs. TXDOT had to have final approval on the 3 primary signs since they will be installed in TXDOT
right of ways. However, the secondary signs will be confirmed by the City of Port Arthur.
May – October 2023 – Several conversations were had between City Staff, Preferred Facilities Group, Clark Condon, Jefferson Electric and Entergy regarding setting up Entergy accounts,
reviewing electrical conditions at each site and what was necessary if anything to have electricity at the sites.

October - November 2023 – Concrete foundation at the various sites were installed
December 2023 – Sign fabrication was completed
December 2023 – Operation Christmas Box was completed
January 2024 – Primary and Secondary Monument Signage were installed at the various sites

Wayfinding Signage Program Update
In the next couple of weeks, the contractors will be working on the lighting, landscaping and irrigation for the signs.
January 23, 2024 – City Staff met with Preferred Facilities. We discussed waiting until March to plant some of the plants due to the unpredictability of the weather.
Preferred Facilities Group has been in contact with CPKC (the new owners of the railroad) to devise a plan to possibly paint the bridges. Due to the estimated cost to paint the bridges,
it was discussed to budget for the painting of the bridges next budget year.
Moving forward with Phase II of the Wayfinding Signage Program which will include:
