Introduction: The intent of this Agenda Item is to request the City Council's approval of P.R. No. 23586 authorizing the City Manager to execute an agreement with Florida Floats,Inc.dba Bellingham Marine of Jacksonville, Florida for the rehabilitation of the Pleasure Island Marina in the amount not to exceed $1,382,900.00. Background: Pleasure Island's Marina was constructed in 2011. Since then, the Marina has suffered from several tropical storms and hurricanes, all of which have compromised the floating docks severely. Per Resolution No. 23-132, City Council authorized the City Manager to execute a contract with Arceneaux, Wilson & Cole, LLC for the engineering design and construction management services for the rehabilitation of the Marina. After performing their professional services, receiving and evaluating a bid, AWC recommended Florida Floats, Inc. dba Bellingham Marine. Budget Impact: The funding for this project in Account Number 307-60-000-8525-00-10-000 Project Number PI0001 is contingent upon the approval of a budget amendment via adoption of proposed ordinance 7228. Recommendation: It is recommended that the City Council approve P.R.No. 23586 authorizing the City Manager to execute an agreement with Florida Floats, Inc. dba Bellingham Marine of Jacksonville, Florida for the rehabilitation of the Pleasure Island Marina in the amount not to exceed $1,382,900.00. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH FLORIDA FLOATS,INC. DBA BELLINGHAM MARINE OF JACKSONVILLE, FLORIDA FOR THE REHABILITATION OF THE PLEASURE ISLAND MARINA IN THE AMOUNT NOT TO EXCEED $1,382,900.00; THE FUNDING FOR THIS PROJECT IN ACCOUNT NUMBER 307-60-000-8525-00-10-000 PROJECT NUMBER PI0001 IS CONTINGENT UPON THE APPROVAL OF A BUDGET AMENDMENT VIA ADOPTION OF PROPOSED ORDINANCE 7228. WHEREAS,the Pleasure Island Marina's floating docks are in critical condition and need restoration; and, WHEREAS, pursuant to Resolution No. 23-132, the Port Arthur City Council authorized the City Manager to execute a contract with Arceneaux,Wilson&Cole,LLC of Port Arthur,Texas for the engineering design and construction management services for the rehabilitation of the Pleasure Island Marina; and, WHEREAS, on September 13, 2023, and September 20, 2023, the Purchasing Division solicited bids for the rehabilitation of the Pleasure Island Marina, as delineated in the City's purchasing policy; and, WHEREAS, one bid was received and opened on December 6, 2023, with Florida Floats, Inc. dba Bellingham Marine of Jacksonville, Florida being the sole bidder, as delineated in the bid tabulation attached hereto as Exhibit"A"; and, WHEREAS, Arceneaux, Wilson & Cole, LLC evaluated the bid and recommended that the City of Port Arthur award the contract for the Pleasure Island Marina Rehabilitation to Florida Floats, Inc. dba Bellingham Marine; and, P.R. # 23586 1/31/24 gd BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council hereby authorizes the City Manager to execute a contract, in substantially the same form as Exhibit"B"with Florida Floats, Inc. dba Bellingham Marine of Jacksonville, Florida, for the rehabilitation of the Pleasure Island Marina, with a budgetary impact in the amount not to exceed $1,382,900.00, the funding for this project in Account No. 307-60-000-8525-00-10-000, Project Number PI0001 is contingent upon the approval of a budget amendment via adoption of proposed ordinance 7228. Section 3. That a copy of the caption of this resolution be spread upon the Minutes of the City Council. Florida Floats, Inc. dba Bellingham Marine of Jacksonville, Florida, submitted the lowest responsive Total Amount Bid for in the amount of $1,382,900.00 for the project. A copy of the Bid Tabulation is enclosed for your information. On behalf of the Pleasure Island Commission and the City of Port Arthur, Arceneaux Wilson & Cole LLC (AWC) has evaluated the bid documentation for the submitted bid. WITNESSETH: That for and in consideration of the payments, terms, conditions, and agreements set forth herein, OWNER and CONTRACTOR agree as follows: 1. The CONTRACTOR will commence and complete the construction of PLEASURE ISLAND MARINA REPAIRS 2. The CONTRACTOR will furnish at his own expense all the materials, supplies, tools, equipment, labor and other services necessary for the construction and completion of the Project described herein. 3.
