No. 23635 02/15/24 ht RESOLUTION NO. A RESOLUTION AUTHORIZING PROCEEDING WITH THE DISANNEXATION OF FOUR PARCELS OF LAND LOCATED ALONG STATE HIGHWAY 87 NEAR TAYLOR'S BAYOU AND THE INTERCOASTAL WATERWAY AT THE REQUEST OF LANDOWNER, GT LOGISTICS, LLC WHEREAS, the City received official notice from landowner, GT Logistics, LLC requesting to disannex four parcels of land located within the corporate limits of Port Arthur, Texas, upon which a portion of GT Logistics' proposed new industrial construction project known as the "Blue Ammonia Terminal Project" will be located on as described in the attached Exhibit "A"; and WHEREAS, the City may disannex land in accordance with the procedure denoted in Section 43.142 of the Texas Local Government Code, and Article I, Section 6, of the City Charter; and WHEREAS, it is deemed in the best interest of the citizens to authorize proceeding with the disannexation of the property as described, as requested by landowner; and WHEREAS, upon final approval of the disannexation, the City will enter into an in lieu of tax agreement, (i.e., Industrial District Agreement (IDA)) with GT Logistics, LLC for the proposed Blue Ammonia Terminal Project and included the disannex parcels into the agreement as the "Affected Area". NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council hereby authorize proceeding with the disannexation of the property as set forth in Section 43.142 of the Texas Local Government Code, and per Article I, Section 6, of the City Charter. Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Tizeno City Attorney CITY OF PORT ARTHUR 444 4'1' Street Port Arthur, Texas 77640 RE: Request for de-annexation by GT Logistics, LLC; Our File No.: 12420.0002 Dear Val: On behalf of GT Logistics, LLC, and further to our recent discussions with Mr. Burton, Mr. Tran, Mr. Thigpen and Ms. Langford, we hereby formally request de-annexation of the following parcels of property that are located in the limits of the City of Port Arthur, and upon which a portion of GT Logistics' proposed Blue Ammonia Terminal Project will be located in the event that project goes forward: 111 Property ID 140857 Property ID 245643 Property ID 245644 Property ID 420193 GT Logistics is requesting de-annexation for the purpose of entering into a limited-term Industrial Agreement with the City of Port Arthur in connection with that portion of the proposed Blue Ammonia Terminal Project that will be situated on the above parcels. We are enclosing a parcel map that outlines the area contained in the above parcels,along with details of the above parcels we obtained from the Jefferson Central Appraisal District.
