I. INVOCATION, PLEDGE & ROLL CALL
Mayor Bartie gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Friday, February
23, 2024 at 2:08 p.m. in the City Council Chamber, City Hall, with the following
members present: Mayor Thurman Bill Bartle; Mayor Pro Tem Tiffany Hamilton;
Councilmembers Willie "Bae" Lewis, Doneane Beckcom, Harold Doucet, and Thomas
Kinlaw, III.; City Manager Ron Burton; City Secretary Sherri Bellard; City Attorney
Valecia R. Tizeno and Sergeant At Arms Police Chief Tim Duriso.
Councilmember Donald Frank Sr. was absent from the meeting.
II. *CLOSED MEETING (EXECUTIVE SESSION) — CONTINUED
Closed Meeting:
(1) Section 551.071 Government Code — To Discuss And
Receive Legal Advice From The City Attorney Regarding
Potential And/Or Pending Claims, Contracts, Litigation And
Other Legal Matters Regarding Ambulance Services
(2) Section 551.071 Government Code — To Discuss And
Receive Legal Advice Or Consultation From The City
Attorney Regarding Potential And/Or Pending Claims,
Contracts, Litigation And Other Legal Matters Involving The
City Of Port Arthur
(3) Section 551.072 Government Code — To Discuss Or
Deliberate The Purchase, Exchange, Lease, Or Value Of
Real Property On Pleasure Island
(4) Section 551.074 Government Code — To Discuss The
Appointment, Duties, And Responsibilities Of The Interim
City Attorney
The City Council recessed their meeting at 2:13 p.m. to meet in Executive Session to
consider the above-mentioned topics and reconvened their meeting at 3:04 p.m. with
the following members present: Mayor Bartle; Mayor Pro Tem Hamilton;
Councilmembers Lewis, Beckcom, Doucet and Kinlaw; City Manager Burton; City
Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Duriso.
III. ITEMS REQUIRING INDIVIDUAL ACTION
(1) P.R. No. 23637 — A Resolution Appointing An Interim City
•
Attorney For The City Of Port Arthur And Establishing The
Terms Of Employment
The Mayor introduced the above-mentioned Proposed Resolution.
The motion was made by Councilmember Kinlaw and seconded by Councilmember
Doucet that Proposed Resolution No. 23637 be adopted.
The motion was made by Councilmember Kinlaw and seconded by Councilmember
Doucet that the salary for the Interim City Attorney be set at Range 74 Step 10.
Voting Yes: Mayor Bartle; Mayor Pro Tern Hamilton; Councilmembers Lewis, Beckcom,
Doucet and Kinlaw.
Voting No: None.
Proposed Resolution No. 23637 was adopted, with the above-mentioned salary included
becoming Resolution No. 24-070.
The caption of Resolution No. 24-070 reads as follows:

IV. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Doucet, seconded by Councilmember Beckcom and
carried unanimously, the City Council adjourned their meeting at 3:09 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
