I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Kinlaw gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday,
November 1, 2023 at 10:04 a.m. in the City Council Chamber, City Hall, with the
following members present: Mayor Thurman Bill Bartie; Councilmembers Doneane
Beckcom, Harold Doucet, Thomas Kinlaw, III. and Donald Frank Sr.; Assistant City
Manager Albert Thigpen; City Secretary Sherri Bellard; City Attorney Valecia R. Tizeno
and Sergeant At Arms Police Chief Tim Duriso.
Mayor Pro Tern Tiffany Hamilton joined the Special Meeting at 10:11 a.m.
Councilmember Willie "Bae" Lewis joined the Special Meeting at 10:30 a.m.
II. UNFINISHED BUSINESS
(1) P.R. No. 23445 — A Resolution Appointing And/Or
Reappointing A Member Or Members To The Citizen's
Pipeline Advisory Committee
The Mayor introduced the above-mentioned Proposed Resolution.
The motion was made by Councilmember Kinlaw and seconded by Councilmember
Doucet that Proposed Resolution No. 23445 be adopted.
Robert Pickney was nominated for appointment.

The City Council recessed their meeting at 10:41 to meet in Executive Session to
consider the above-mentioned topics and reconvened their meeting at 11:14 a.m. with
the following members present: Mayor Bartie; Mayor Pro Tem Hamilton;
Councilmembers Lewis, Beckcom, Doucet, Kinlaw and Frank; City Manager Burton; City
Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Duriso.
IV. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Doucet, seconded by Councilmember Lewis and
carried unanimously, the City Council adjourned their meeting at 11:16 a.m.
