The City Council of the City of Port Arthur met in Special Session on Tuesday, November 1, 2023 at 10:04 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Thurman Bill Bartie; Councilmembers Doneane Beckcom, Harold Doucet, Thomas Kinlaw, III. and Donald Frank Sr.; Assistant City Manager Albert Thigpen; City Secretary Sherri Bellard; City Attorney Valecia R. Tizeno and Sergeant At Arms Police Chief Tim Duriso. Mayor Pro Tern Tiffany Hamilton joined the Special Meeting at 10:11 a.m. Councilmember Willie "Bae" Lewis joined the Special Meeting at 10:30 a.m. II. UNFINISHED BUSINESS (1) P.R. No. 23445 — A Resolution Appointing And/Or Reappointing A Member Or Members To The Citizen's Pipeline Advisory Committee The Mayor introduced the above-mentioned Proposed Resolution. The motion was made by Councilmember Kinlaw and seconded by Councilmember Doucet that Proposed Resolution No. 23445 be adopted. Robert Pickney was nominated for appointment. Voting Yes: Mayor Bartle; Councilmembers Beckcom, Doucet, Kinlaw and Frank. Voting No: None. Proposed Resolution No. 23445 was adopted, with the above-mentioned name included, becoming Resolution No. 23-487. The caption of Resolution No. 23-487 reads as follows: RESOLUTION NO. 23-487 A RESOLUTION APPOINTING AND/OR REAPPOINTING A MEMBER OR MEMBERS TO THE CITIZEN'S PIPELINE ADVISORY COMMITTEE IV. CONSENT AGENDA Upon the motion of Councilmember Beckcom, seconded by Councilmember Frank and carried, the following Consent Agenda items were adopted: Voting Yes: Mayor Bartle; Councilmembers Beckcom, Doucet, Kinlaw and Frank. Resolutions (1) P.R. 23400 — A Resolution Authorizing The City Manager To Report Nine (9) Homebuyers Qualified To Receive Down Payment Assistance As A Direct Benefit To Assist With Principal Buy Down, Gap Financing, And Closing Fees Which Allowed Them To Achieve The American Dream Of Homeownership And Purchase New Construction And Existing Homes Proposed Resolution No. 23400 was adopted, becoming Resolution No. 23-488. (2) P.R. 23404 — A Resolution Authorizing The City Manager To Execute The Memorandum Of Understanding With The Port Arthur Independent School District As It Pertains To The Use Of Bob Bowers Civic Center As An Emergency Staging Area Proposed Resolution No. 23404 was adopted, becoming Resolution No. 23-489. (3) P.R. 23443 — A Resolution Authorizing The City Manager To Purchase One (1) 2023 1500 Classic Quad, One (1) 2024 3500 Crew Cab 4X2 Dually, And Three (3) 2024 3500 Crew Cab 4X2 Single Trucks From Grapevine, Dodge Chrysler Jeep Of Grapevine, Texas Through BuyBoard Contract No. 601-19 For The Water Department In The Total Not To Exceed Amount Of $280,274.00. Funds Are Available In Capital Equipment Account No. 625-40-000-8523-00-00-000 Proposed Resolution No. 23443 was adopted, becoming Resolution No. 23-490. V. ITEMS REQUIRING INDIVIDUAL ACTION — NON-CONSENT A. Resolutions — Non-Consent (1) P.R. 23382 — A Resolution Ratifying The City Manager's Decision To Authorize The Emergency Water Leak Repairs By AIIco LLC Of Beaumont, Texas In The Total Amount Of $69,242.31. Funding Available In Water System Maintenance Account No. 410-40-215-5315-00-00-000 The Mayor introduced the above-mentioned Proposed Resolution. Upon the motion of Councilmember Kinlaw, seconded by Councilmember Frank and carried, Proposed Resolution No. 23382 was adopted becoming Resolution No. 23-491. Voting Yes: Mayor Bartie; Councilmembers Beckcom, Doucet, Kinlaw and Frank. Voting No: None. RR CO. Survey No. 11, Abstract No. 243, (Property Is Located North Of Medical Center Boulevard And East Of F.M. Highway 365), City Of Port Arthur, Jefferson County, Texas The Public Will Be Able To View The Public Hearing Via The City's Website At www.portarthurtx.gov The Mayor introduced the above-mentioned Public Hearing at 10:30 a.m. 4 Senior Planner Larry Baddon appeared before the City Council and gave an overview of the above-mentioned item. 4 The Mayor requested to hear from anyone present in the audience who wished to speak regarding the above-mentioned item. i No one appeared before the City Council to address the above-mentioned item. Upon the motion of Councilmember Frank, seconded by Councilmember Lewis and carried unanimously, the City Council closed the Public Hearing at 10:35 a.m. III. *CLOSED MEETING (EXECUTIVE SESSION) Closed Meeting: (1) Section 551.071 Government Code — To Discuss And Receive Legal Advice From The City Attorney Regarding Potential And/Or Pending Claims, Contracts, Litigation And Other Legal Matters (2) Section 551.072 Government Code — To Discuss Or Deliberate The Purchase, Exchange, Lease, Or Value Of Real Property In the City's Extraterritorial Jurisdiction (ETJ)/Industrial District (3) Section 551.087 Government Code — To Discuss Economic Incentives For Commercial, Residential, And/Or Industrial Business Prospect The City Council recessed their meeting at 10:41 to meet in Executive Session to consider the above-mentioned topics and reconvened their meeting at 11:14 a.m. with the following members present: Mayor Bartie; Mayor Pro Tem Hamilton; Councilmembers Lewis, Beckcom, Doucet, Kinlaw and Frank; City Manager Burton; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Duriso. IV. ADJOURNMENT OF MEETING Upon the motion by Councilmember Doucet, seconded by Councilmember Lewis and carried unanimously, the City Council adjourned their meeting at 11:16 a.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
