Duriso, Police Chief�`- RE: PR 23414—Acceptance of FY23 SHSP-LETPA Grant Introduction: The intent of this Agenda Item is to ratify the City Council's decision for the City Manager to accept the FY 2023 SHSP-LETPA grant, in the amount of$48,523.76. Background: The Office of the Governor has notified the City of Port Arthur that the Police Department's 2023 State Homeland Security Grant Program(SHSP-LETPA) was approved for the amount of$48,523.76. This grant support investments that improve the ability of jurisdictions to prevent a threatened or an actual act of terrorism and protect its citizens and assets against the greatest threats and hazards. The State approved project is the purchase of special operations equipment to sustain special response teams and increase the efficiency of their emergency response capabilities. Budget Impact: The grant is 100% funded with no grant match requirement. Recommendation: It is recommended that City Council ratify the City Manager's decision to accept the FY23 State Homeland Security Grant Program grant in the amount of$48,523.76, as discussed and or outlined above. A RESOLUTION RATIFYING THE CITY MANAGER' S DECISION TO ACCEPT THE FISCAL YEAR 2023 STATE HOMELAND SECURITY GRANT PROGRAM (SHSP-LETPA) FUNDING WITH NO GRANT MATCH REQUIREMENT. WHEREAS, on February 14 , 2023 , City Council passed Resolution 23-068 authorizing the City Manager to apply for the fiscal year 2023 State Homeland Security Program and Law Enforcement Terrorism Prevention Activity Program (SHSP- LETPA) grant allocation for the City of Port Arthur is $48 , 523 . 76 ; and WHEREAS, the City Council designated the City Manager as the grantee' s authorized official . The authorized official is given the authority to apply for, accept, reject, or terminate such grant funding on behalf of the City of Port Arthur; and WHEREAS, the Office of the Governor sent notification that the City of Port Arthur was awarded funding from the FY 2023 State Homeland Security Program and Law Enforcement Terrorism Prevention Activity Program (SHSP-LETPA) in the amount of $48 , 523 . 76 ; and WHEREAS, in order to receive the aforesaid allocation, it is necessary that the City Manager accept the award through the E-Grants portal; and WHEREAS, the Police Department is in need of special operations equipment to sustain special response teams and increase the efficiency of their emergency response capabilities; and WHEREAS, the SHSP-LETPA grant is 100% funded with no cash match requirements; and WHEREAS, the City Council finds it in the best interest of the citizens of the City of Port Arthur that the Police Department purchase and field the aforementioned Operations Equipment upon the acceptance of FY 2023 SHSP-LETPA funding; and P.R. No. 23414 3-7-2024 srh WHEREAS, City Council agrees that in the event of loss or misuse of the Office of the Governor funds, City Council assures that the funds will be returned to the Office of the Governor in full . NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct . Section 2 . That the City Council hereby ratifies the City Manager' s decision to accept the grant funding from the Office of the Governor for Fiscal Year 2023 State Homeland Security Program and Law Enforcement Terrorism Prevention Activity Program (SHSP-LETPA) grant special operations equipment to sustain special response teams and increase efficiency of their emergency response capabilities in the amount of $48, 523 . 76 . Section 3 . That a copy of the Resolution shall be spread upon the Minutes of the City Council .
