HomeMy WebLinkAbout(09) 11/30/2023 SPECIAL MEETING SPECIAL MEETING — November 30, 2023 I. INVOCATION, PLEDGE & ROLL CALL Councilmember Kinlaw gave the invocation.followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Thursday, November 30, 2023 at 9:22 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Pro Tem Tiffany Hamilton; Councilmembers Willie "Bae" Lewis, Doneane Beckcom, Harold Doucet, Thomas Kinlaw, III. and; City Manager Ron Burton; City Secretary Sherri Bellard; City Attorney Valecia R. Tizeno and Sergeant At Arms Police Chief Tim Duriso. Mayor Thurman Bill Bartie and Councilmember Donald Frank Sr. joined the meeting at 9:38 a.m. II. WORKSHOP The City Council Will Convene A Training Session For Legal Guidance And Discussion Regarding The Following Topics: 1. An Overview Of How City's Run; 2. The Role Of The City Council And Best Practices For Serving On Governing Bodies; 3. Ethics; 4. The Law As Applied To Government Social Media; 5. The Texas Open Meetings Act; And 6. Texas Public Information Act. This Workshop Is For The Purposes Of Training And Setting Priorities. Intended Participants In The Workshop Will Include The Mayor, City Council, And Senior Staff. No Decisions Will Be Made. While Preferences May Be Stated And Consensus Built Around Concepts And Ideas, No Formal Voting Will Occur And No Binding Action Taken. Any Action Taken By The City Of Port Arthur On The Topics Stated Above Will Occur At A Future, Properly Noticed Meeting Conducted In Compliance With The Texas Open Meetings Act. Bojorquez Law Firm, PC Attorney Allan Bojorquez appeared before the City Council to conduct the above-mentioned training. The City Council recessed their meeting at 11:00 a.m. and reconvened their meeting at 11:13 a.m. with the following members present: Mayor Bartie; Mayor Pro Tem Hamilton; Councilmembers Lewis, Beckcom, Doucet and Frank; Assistant City Manager Thigpen; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Duriso. The above-mentioned training continued. The City Council recessed their meeting at 12:05 p.m. and reconvened their meeting at 12:49 p.m. with the following members present: Mayor Bartie; Mayor Pro Tem Hamilton; Councilmembers Lewis, Beckcom, Doucet and Frank; Assistant City Manager Thigpen; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Duriso. IV. ADJOURNMENT OF MEETING Upon the motion by Councilmember Doucet, seconded by Mayor Pro Tern Hamilton and carried unanimously, the City Council adjourned their meeting at 3:07 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
