RE: P.R. NO. 23548 — A resolution calling for a public hearing to consider a
zoning change
Introduction:
The Port Arthur City Council is being asked to approve Proposed Resolution No. 23548,
calling for a public hearing to consider granting a zoning change for approximately 34.13
acres of Land being out of the Port Arthur Land Company, Jefferson County, Texas.
The property is located Northeast of Main Ave and Southeast of West Crane Bayou.
The request aims to change the zoning from "HDR" High Density Residential to "HI"
Heavy Industrial for a laydown yard for industrial projects.
Background:
On March 25, 2024 property owners applied for a zoning change from "HDR" High
Density Residential to Heavy Industrial "HI" to allow for the development of laydown
yard for industrial products.
Per Appendix A, Section 3: Land Uses, providing an effective date of January 1, 2023,
a "Laydown Yard" is prohibited in residential zoned districts within the city limits.
Per Appendix A, Section 6.03 of the City of Port Arthur Zoning Ordinance, any person
or corporation having a proprietary interest in any property may petition the City Council
for a change or amendment to the provisions of this ordinance. The Planning and

Zoning Commission may, on its own motion or on request from the City Council, institute
study and proposal for changes and amendments in the public interest.
In accordance with chapter 211 of the Texas Local Government Code, a public hearing
shall be held by the City Council before adopting any proposed amendment,
supplement, or change.
Notification of the hearing date and time will be published in the official newspaper of
the city, and mailed to adjacent property owners within a 200' radius a minimum of 15-
days before the public hearing.
The Planning & Zoning Commission will conduct a public hearing on April 15, 2024 at
5:30 P.M.
Budget Impact:
None
Recommendation:
It is recommended that the City Council approve P.R. No. 23548, calling for a public
hearing to consider granting a zoning change for approximately 34.13 acres of Land
being out of the Port Arthur Land Company, Jefferson County, Texas. The property is
located at Northeast of Main Avenue and Southeast of West Crane Bayou.
A public hearing shall be held on Tuesday, May 7, 2024, at 6:00 p.m.

SUBDIVISION, JEFFERSON COUNTY, TEXAS. (NORTHEAST OF
MAIN AVENUE AND SOUTHEAST OF WEST CRANE BAYOU)

WHEREAS, it is being requested that the City Council consider a zoning map
amendment for a 34.13-acres of land as delineated in Exhibit "A"; and,
WHEREAS, pursuant to Chapter 211 in the Texas Local Government Code, a
public hearing must precede any zoning change.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT the facts and opinions in the preamble are true and correct.
THAT the Planning and Zoning Commission will hold a public hearing for this case
on April 15, 2024.
THAT a public hearing to consider a Zoning Map amendment for a 34.13-acres of
Land being out of the City of Port Arthur, Jefferson County, Texas, delineated in Exhibit
"A" shall be held on May 7, 2024, at 6:00 p.m. in the City Council Chambers, Fifth Floor,
City Hall, 444 4th Street, Port Arthur, Texas, or by telephonic and videoconference.
THAT notice of the public hearing shall be published at least fifteen days prior in
the City's official newspaper before going to the City Council.
THAT a copy of the caption of this Resolution is spread upon the Minutes of the
City Council.
