RE: PR 23693-Ratification to apply for the S.T.E.P. Comprehensive Grant
Introduction:
The intent of this Agenda Item is to ratify the City Manager's decision to apply for the FY 25
Selective Traffic Enforcement Program(S.T.E.P.) Comprehensive Grant.
Background:
The Port Arthur Police Department has a long history of participation in the Texas Department
of Transportation- S.T.E.P. Comprehensive Grant. The goal of this grant is to create safer
driving environments on Texas roadways by having law enforcement conduct motor-vehicle
stops. This in turn decreases injuries and deaths related to traffic accidents. This grant had to
be applied for by January 4, 2024 for Fiscal Year 2025.
Budget Impact:
The grant set forth by the Texas Department of Transportation, funds the officers pay during
these hours of work. It requires no cash match from the City of Port Arthur.

Recommendation:
It is recommended to ratify the City Manager's decision to apply for the FY 25 S.T.E.P.
Comprehensive Grant that was due January 4, 2024.

RESOLUTION NO.
A RESOLUTION RATIFYING THE CITY MANAGER' S DECISION
TO APPLY FOR THE TEXAS DEPARTMENT OF
TRANSPORTATION' S FY25 SELECTIVE TRAFFIC ENFORCEMENT
PROGRAM (S .T .E.P) COMPREHENSIVE GRANT .
WHEREAS, the Texas Department of Transportation made
available the FY25 Selective Traffic Enforcement Program
(S.T. E. P) Comprehensive Grant; and
WHEREAS, the goal of the grant is to create a safer
driving environment on Texas roadways by having law
enforcement conduct motor-vehicle stops in high-traffic areas;
and
WHEREAS, in doing so, this decreases injuries and deaths
related to traffic accidents in these areas; and
WHEREAS, the City of Port Arthur has received and
participated in the S.T. E. P. Comprehensive grant for the past
seven years; and
WHEREAS, the grant funds will cover the Officers' pay
during these hours of work and it requires no cash match from
the City of Port Arthur; and
WHEREAS, the grant application was due January 4 , 2024 .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1 . That the facts and opinions in the preamble
are true and correct .
Section 2. That the City Council hereby ratifies the
City Manager' s decision to apply for the FY 25 Texas
Department of Transportation' s Selective Traffic Enforcement
Program (S .T .E . P. ) Comprehensive Grant .
Section 3 . That a copy of the Resolution shall be spread
upon the Minutes of the City Council .
