Background
On February 9, 2024, the City received notice from the landowner, GT Logistics, LLC formally requesting to de-annex four tracts of land from Port Arthur’s corporate limits and into the
extraterritorial jurisdiction aka (ETJ)/Industrial District.
The purpose of de-annexing is for the landowner to proceed with a portion of the proposed industrial development project known as the Blue Ammonia Project that is linked to the GT OmniPort
site currently situated in the ETJ/Industrial District.
**Once disannexation is finalized, the City will enter into an Industrial District Agreement (IDA) with the landowner and include the newly de-annexed area into the agreement to capture
the in lieu of tax payments for the development project.

Add’l Background
On February 27, 2024 - Council approved Resolution 24-089 which authorized proceeding with the disannexation after finding that the four parcels were contiguous and that de-annexing
is valid in accordance with §43.142 of the Texas Local Government Code and Article I, Section 6 of the City Charter.
On March 5, 2024 - Council approved Resolution 24-098, setting two public hearing dates and providing public hearing notice to property owners, public/private agencies, entities, railroad
and utility companies that provide service within the area of disannexation as provided in §43.062 of the Texas Local Government Code. The notice was also published in the local newspaper
and City’s website.
