No. 23722 authorizing the City Manager to execute an agreement with Geofill Construction of Schertz, Texas for the renovation of both sets of restrooms in Lakefront Park on Pleasure Island in the amount not to exceed $206,175.00. Background: On Pleasure Island,there are two sets of restrooms in Lakefront Park that have been decommissioned for over twenty years. With the construction of a new playscape and the installation of new outdoor park furniture,the Pleasure Island staff deem it necessary to have both sets of restrooms renovated for its visitors. Currently,there is a porta-potty stationed adjacent to the playground,which limits the number of individuals who can use the restroom at one time. Budget Impact: The funding for this project in Account Number 450-00-000-8525-00-00-000 Project Number PI0007 Recommendation: It is recommended that the City Council approve P.R.No.23722 authorizing the City Manager to execute an agreement with Geofill Construction of Schertz,Texas for the renovation of both sets of restrooms in Lakefront Park on Pleasure Island in the amount not to exceed$206,175.00. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH GEOFILL CONSTRUCTION OF SCHERTZ, TEXAS FOR THE RENOVATION OF BOTH SETS OF RESTROOMS IN LAKEFRONT PARK ON PLEASURE ISLAND IN THE AMOUNT NOT TO EXCEED $206,175.00; FUNDING AVAILABLE IN ACCOUNT NUMBER 450-00-000-8525-00- 00-000 PROJECT NUMBER PI0007 WHEREAS,Lakefront Park,located at 1520 West TB Ellison Parkway,on Pleasure Island has two sets of restrooms that have been decommissioned for over twenty(20)years; and, WHEREAS,the Pleasure Island Department has been renovating Lakefront Park to attract citizens and tourists; and, WHEREAS, the Pleasure Island Department deems it necessary to renovate both sets of restrooms so that the public can occupy them when needed while there enjoying the park; and, WHEREAS, on January 24,2024, and January 31, 2024,the Purchasing Division solicited bids for the renovating of both sets of restrooms in Lakefront Park on Pleasure Island,as delineated in the City's Purchasing Policy; and, WHEREAS, Southern Styles Services, LLC of Sulphur, Louisiana, submitted the lowest bid at $115,320.00; however, they failed to acknowledge all five addendums, resulting in disqualification; and, WHEREAS, Geofill Construction of Schertz, Texas submitted the next lowest bid with acknowledgement of the five addendums at$206,175.00 (see bid tabulation as Exhibit"A"); now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: P.R. #23722 4/12/24 gd Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council hereby authorizes the City Manager to execute a contract, in substantially the same form as Exhibit "B" with Geofill Construction of Schertz, Texas for the renovation of both restrooms in Lakefront Park on Pleasure Island,in the amount not to exceed $206,175.00, the funding for this project in Account No. 450-00-000-8525-00-00-000, Project Number PI0007. Section 3. That a copy of the caption of this resolution be spread upon the Minutes of the City Council.
