Introduction:
The Department of Energy notified Port Arthur that the City is entitled to receive $118,760.00
from the Energy Efficiency and Conservation Block Grant(EECBG)Program.
A grant proposal was submitted to the Department of Energy in November 2023. On March 8,
2024, an email award notification was sent to the Grants Manager.
The City's grant proposal aimed to increase energy efficiency by replacing older high-pressure
sodium street lights with more powerful and efficient LED lights throughout Port Arthur.
Background:
The Energy Efficiency and Conservation Block Grant (EECBG) Program is designed to assist
states,local governments,and Tribes in implementing strategies to reduce energy use,reduce fossil
fuel emissions, and improve energy efficiency.
The Program was authorized in Title V, Subtitle E of the Energy Independence and Security Act
of 2007 (EISA), and signed into Public Law(PL 110-140) on December 19, 2007. The American
Recovery and Reinvestment Act of 2009 appropriated $3.2 billion for the Energy Efficiency and
Conservation Block Grant(EECBG)Program.
Budget Impact:
The Energy Efficiency and Conservation Block Grant Program will support all expenses related
to replacing street lights.
The Grant does not require a cash match. Funds will be appropriated in the General Fund and
contingent upon approval of budget amendment via adoption of Proposed Ordinance# 7242.
Recommendation:
It is recommended that the City Council approve P. R. #23676.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE
ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT (EECBG)
FROM THE DEPARTMENT OF ENERGY FOR $118,760.00, WITH NO CASH
MATCH, APPROPRIATED IN THE GENERAL FUND AND CONTINGENT
UPON APPROVAL OF BUDGET AMENDMENT VIA ADOPTION OF
PROPOSED ORDINANCE NO.7242
WHEREAS,the Energy Efficiency and Conservation Block Grant(EECBG)Program is designed
to assist states, local governments, and Tribes in implementing strategies to reduce energy use, reduce
fossil fuel emissions, and improve energy efficiency; and,
WHEREAS,the purpose of the City's grant proposal is to increase energy efficiency by replacing
older high-pressure sodium street lights with more powerful and efficient LED lights throughout the City;
and,
WHEREAS,the Department of Energy has awarded a$118,760 EECBG to the City of Port
Arthur, see Exhibit A; and,
WHEREAS,the EECBG Program is 100%funded without a cash match requirement; and,
WHEREAS, the City Council finds it is in the best interest of the citizens of Port Arthur that the
City Manager accept the EECBG funding.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR,TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby authorizes the City Manager to accept the EECBG
funding.
Section 3. That the City Manager is designated to sign all documents in connection with the
EECBG.
Section 4. That a copy of the caption of this Resolution be spread upon the minutes of the City
Council.
