NO. 23760 —APPROVING AN AGREEMENT WITH AND LETTER OF SUPPORT FOR COMMUNITY SHOWCASE BANNERS,LLC DBA CGI DIGITAL FOR A STREETSCAPE BANNER PROGRAM AT NO COST TO THE CITY COMMENT Nature of the Request: Staff recommends that the City Council adopt P.R.No. 23760 authorizing the City Manager to sign an agreement with and letter of support for Community Showcase Banners,LLC dba as CGI Digital,to provide free streetscape banners to the city at no cost. Staff Analysis/Considerations: Community Showcase Banners offers a cost-free decorative street banner program in partnership with the National League of Cities and the US Conference of Mayors. This program is completely free to communities. Community Showcase Banners will provide the City of Port Arthur with twenty-five free full-color streetscape banners of our design choice in exchange for a letter of support to reach out to our local businesses to market banners to them. Community Showcase Banners, LLC provides designs, installations, insurance,hardware, and more for those that participate. The program is paid for by business sponsors and the banners would hang for approximately 12 months. They will also give us our designs, so we can use them as we choose. There is no obligation to purchase anything. They recycle the banners after their display or give them to the businesses that sponsor them should they want them. The hardware is used each year for whomever sponsors the banners; and if the city exits the program,the hardware will be returned CGI for future projects if it is still useable. Recommendation: Staff recommends that the City Council adopt P. R.No. 23760 authorizing the City Manager to sign an agreement with and letter of support for Community Showcase Banners,LLC dba as CGI Digital,to provide free streetscape banners to the city at no cost. Budget Consideration: There is no budgetary impact to the City of Port Arthur.
