Mitchell, Interim Fire Chief RE: PR 23730 Replacement of Firefighter Personal Protective Clothing Purpose: The intent of this agenda item is to seek the City Council's approval for PR 23730 for the replacement of Port Arthur Fire Department member Personal Protective Clothing (PPE) that failed during the mandatory annual professional cleaning and inspection. Background: Fire departments are required to maintain a set of PPE for each firefighter who would be exposed to hazardous conditions from fire or other emergencies and where the potential for such exposure exists. The set of PPE consists of properly fitting bunker coats, bunker pants, boots, gloves, helmets, and protective hoods to be worn by firefighters during the process of fire-fighting operations. Mandatory criteria for PPE are provided in 37 Tex. Admin. Code § 435.1 Protective Clothing and National Fire Protection Association (NFPA) 1851; Standard on Selection, Care, and Maintenance of Structural Fire Fighting Protective Ensembles and NFPA 1971: Standard on Protective Ensembles for Structural and Proximity Firefighting. Criteria as established requires an annual professional cleaning and inspection. The PPE can be found to be useable or fail the inspection,requiring replacement. In addition,the NFPA standard is that PPE has a ten-year life span and should be replaced at the end of life. Failure to follow the rules and standards places the Port Arthur Fire Department firefighter at higher risk for injury or Line of Duty Death and the City of Port Arthur at higher risk for liability in the event of a severe event involving a firefighter during operations. Failure also requires that PPE be rented until it can be replaced with an estimated 120 - 150-day replacement time frame. Replacement of failed PPE is quoted in the amount of$90,075.00 through Casco Industries, Inc, LaPorte, Texas with BuyBoard #698-23 as shown in Exhibit A. Budget Impact: A full set of PPE is approximately$6,000.00 indicating a Capital item. Capital budgetary impact for replacement of all PPE that failed inspection is in the amount of$90,075.00,this is the quoted budget impact. Funding is available in Equipment Account number 001-19-047-8522-00-30-00. Recommendation: The Fire Department recommends approval of this resolution. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE FIRE DEPARTMENT STRUCTURAL FIREFIGHTING PERSONAL PROTECTIVE (PPE) CLOTHING FROM CASCO INDUSTRIES, INC. OF LAPORTE, TEXAS UNDER BUYBOARD CONTRACT NO. 698-23, WITH A PROJECTED CAPITAL BUDGETARY IMPACT OF $90,075.00; FUNDING IS AVAILABLE IN ACCOUNT NO. 001-19-047-8522-00- 30-000 WHEREAS, the Port Arthur Fire Department is mandated to comply with the Texas Commission on Fire Protection (TCFP) Structural Firefighting Personal Protective Equipment (PPE) inspection and repair regulatory requirements and National Fire Protection Association (NFPA)1851 Standard on Selection, Care, and Maintenance of Structural Fire Fighting Protective Ensembles and NFPA 1971: Standard on Protective Ensembles for Structural and Proximity Firefighting; and, WHEREAS,the Port Arthur Fire Department needs to replace PPE that failed the inspection due to damage and lifespan completion to maintain TCFP-compliant Structural Firefighting Personal Protective Equipment; and, WHEREAS, a set of PPE for each firefighter consists of properly fitting bunker coats,bunker pants,boots, gloves,helmets, and protective hoods to be worn by firefighters during the process of fire-fighting operations; and, WHEREAS, Casco Industries, Inc. of LaPorte, Texas is a licensed independent service provider that can provide TCFP and NFPA compliant strucutural firefighting PPE; and, WHEREAS, Casco Industries, Inc. is an approved vendor through a Buyboard contract(see unit price quote attached hereto as Exhibit"A"); and, WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body,to participate in cooperative purchasing programs, such as BuyBoard Cooperative Purchasing Program, as an alternative to formal bid process; and, WHEREAS, pursuant to Resolution No. 02-341, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with BuyBoard Cooperative Purchasing Program; and, WHEREAS, the Port Arthur Fire Department will procure replacement structural firefighting PPE through Casco Industries, Inc. of LaPorte, Texas, through Buy Board contract#698-23. Also,the cost/quote estimated attached as Exhibit "A". P.R. No. 23730 5/24/2024 AOM NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Manager is hereby authorized and directed to purchase Structural Firefighting Personal Protective Equipment (PPE) clothing from Casco Industries, Inc. of LaPorte, Texas through BuyBoard #698-23, with a PPE replacement amount not to exceed $90,075.00 (quote attached hereto as Exhibit "A"), as determined by the projected replacement timeframe. Section 3. That a copy of the caption of this Resolution shall be spread upon the Minutes of the City Council.
