COMMENT
RECOMMENDATION
The Fire Department and Police Department recommend that the City Council authorize the City
Manager, Fire Chief, and Police Chief to apply for Round 8 of the 2008 Port Security Grant.
BACKGROUND
The Fire Chief has been notified that Round 8 of the Port Security Grant will have to be
completed by October 23, 2009. The Fire Department seeks to purchase two (2) industrial fire
engines to protect the vital industrial infrastructure. These fire engines will also be used for
municipal responses. The boat with a suitable tow vehicle will be used to replace the aging
metal hulled boat (Marine One Equipment #1015) being operated by the Fire Department. The
CBRNE response vehicle will be used by the Police SWAT Team. The total cost of the project
is estimated at $2,181,000 with the federal share being 75% or $1,635,750 and the local share
being 25% or $545,250.
BUDGET/FISCAL EFFECT
There is no money budgeted in the FY 2009/2010 Budget for this project. The FY 2009/2010
Budget would have to be amended for this project. The local match for this project is estimated
to be $545,250.
STAFFING/EMPLOYEE EFFECT
None
SUMMARY

A RESOLIITION AIITHORIZING THE CITY MANAGER, FIRE
CHIEF, AND POLICE CHIEF TO APPLY FOR ROIIND 8 OF
THE 2008 PORT SECIIRITY GRANT
WHEREAS, the Fire Department and Police Department
seek permission to apply for Round 8 of the 2008 Port
Security Grant to assist the Fire Department and Police
Department in obtaining needed equipment; and
WHEREAS, the City Council of the City of Port Arthur
finds it to be in the best interest on the citizens of Port
Arthur to authorize application for the grant; and
WHEREAS, the Fire Chief received notification that
funds will be available for Round 8 of the 2008 Port
Security Grant and the Grant should be submitted by October
23, 2009; and
WHEREAS, the grant will be used to purchase two (2)
Industrial Fire Engines for the Fire Department, one (1)
Boat with a tow vehicle for the Fire and Police Departments
and one (1) CBRNE Response Vehicle for use by the Police
SWAT Team; and
WHEREAS, the total estimated project cost is
$2,181,000 with the federal share being 75~ or $1,635,750
and the local share is 25~ or $545,250.
NOW THEREFORE, BS IT RESOLVED BY THS CITY COIINCIL OF
THE CITY OF PORT ARTHCrR:
Section 1. The facts and opinions in the preamble are
true and correct.
Section 2. The City Manager, Fire Chief, and Police
Chief are authorized to apply for Round 8 of the 2008 Port
Security Grant and to execute such other documents as
necessary to apply for the grant.
Section 3. The grant will be used to purchase two (2)
Industrial Fire Engines for the Fire Department, one (1)
Boat with tow vehicle for the Fire and Police Departments
and one (1) CBRNE Response Vehicle for use by the Police
SWAT Team.
Section 4. The total estimated cost of the project is
$2,181,000.
Section 5. The federal share of the project is
estimated at 75~ or $1,635,750.
Section 6. The local share of the project is
estimated at 25~ or $545,250.
Section 7. That a copy of the caption of this
resolution shall be spread upon the Minutes of the City
Council.
