PURPOSE… The purpose of this request is to change the zoningfrom“HDR”High-Density Residential (Formerlyreferredtoas“MF”Multiple Family)to “HI”HeavyIndustrialDistrictforthedevelopmentofaLaydownYardforIndustrialProjects. BACKGROUND… March 25, 2024 –The application for the zoning request was submitted to the Planning Division. March 28, 2024 -notification sent to adjacent property owners within 200 ft. March 30, 2024 –Public Notice published in Port Arthur Newspaper. The Planning and Zoning Commission (P&Z) met in a Regular Session to conduct a public hearing on April 15, 2024, at 5:30 p.m. The Planning Commission voted 4:0 recommending to approvesaid request. On April 9, 2024, -City Council approved Res. No. 24-151, calling for a public hearing. May 18, 2024 -Notification was published in the Port Arthur Newspaper and mailed to adjacent property owners on May 20, 2024. CURRENT/PROPOSED ZONING Current Zoning : High Density Residential (HDR) The purpose of the High Density Residential District is to establish areas appropriate for multi-family dwellings. Proposed Zoning: Heavy Industrial (HI) The purpose of the Heavy Industrial District is to provide locations for large-scale industrial uses that involve extensive processing, manufacturing or assembly of large products or equipment. This district is intended to allow for businesses that are more intense than the LI light industrial district and may include outdoor activities or the use of hazardous materials. ZONING DESIGNATION AERIAL VIEW VIEW OF PROPOSED PROPERTY’S ACROSS THE STREET FROM THE SUBJECT PROPERTY(MAIN AVENUE) VIEW OF PROPERTIES SOUTH & NORTHWEST OF THE SUBJECT PROPERTY PUBLIC COMMENT… In accordance with Texas Local Government Code Sections 211.006 and 211.007, a public hearing was scheduled on the following dates/times to receive public comment: •P&Z Commission: April 15, 2024, at 5:30 p.m. •Written Opposition: 0 •Verbal Opposition: 0 •Letter(s) Returned:0 •City Council: June 04, 2024, at 06:00 p.m. •Written Opposition: 0 •Verbal Opposition: N/A •Letter Returned:01 A City Council may approve or deny the proposed matter by a simple majority vote. In the event, however, that a proposed change to a regulation or boundary is denied by the Planning & Zoning Commission, then the proposed change must be approved by at least three fourths (3/4) of all members of the City Council who are qualified to vote.
