Mitchell, Interim Fire Chief RE: PR 23800 Purchase of a XplorIR Handheld Gas Identification System Introduction: The intent of this agenda item is to seek the City Council's approval of Proposed Resolution 23 800 authorizing the purchase of a XplorIR Handheld Gas Identification System from FarrWest Environmental Supply, LLC of Shertz, Texas through BuyBoard contract 703-23 in the amount of$61,250.00. Background: Our current HAZMAT Gas ID detector system has reached the end of its service life. It can no longer be maintained or repaired. This item is a critical need for identifying unknown gas/vapor releases at HAZMAT incidents. It is used to identify unknown gases/vapors during HAZMAT operations and greatly aids in establishing safety perimeters in a timely manner. Port Arthur is at the epicenter of arguably the country's largest chemical manufacturing and oil refining activity. Additionally, vast amounts of HAZMAT cargo travel through our city daily. For these reasons HAZMAT detection, identification, and monitoring equipment are vital to the Fire Department's response capability. This device will provide the PAFD to the ability to respond to HAZMAT emergencies safely, effectively, and efficiently in the best interest of our citizens. Budget Impact: This is budgeted item in this FY budget. Funding is available in equipment account 001-19- 047-8522-00-30-000 Recommendation: The Fire Department recommends approval of this resolution. A RESOLUTION AUTHORIZING THE PURCHASE OF A XPLORIR HANDHELD GAS IDENTIFICATION SYSTEM FROM FARRWEST ENVIRONMENTAL SUPPLY, LLC OF SHERTZ, TEXAS FOR THE FIRE DEPARTMENT THROUGH BUYBOARD CONTRACT 703-23 IN THE AMOUNT OF $61 ,250 . 00 ; FUNDING IS AVAILABLE IN EQUIPMENT ACCOUNT NUMBER 001-19-047-8522-00-30-000 WHEREAS, the Fire Department has found it necessary to purchase a XPLORIR handheld gas identification system with accessories and system training; and WHEREAS, the Fire Department' s HAZMAT Gas ID detector system currently in use has reached the end of its service life and is no longer supported; and WHEREAS, Port Arthur Fire Department has a critical need to identify unknown gas/vapor releases at HAZMAT incidents; and WHEREAS, this device will provide the ability for the Fire Department to respond to HAZMAT emergencies safely, effectively, and efficiently in the best interest of our citizens; and WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs, such as the BuyBoard Cooperative Purchasing Program, as an alternative to formal bid process; and, WHEREAS, pursuant to Res . 02-341, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with BuyBoard Cooperative Purchasing Program; and P.R. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1 . That the facts and opinions in the preamble are true and correct . Section 2 . That the City Council hereby authorizes the purchase of a XPLORIR handheld gas identification system from FarrWest Environmental Supply, LLC of Shertz, Texas for the Fire Department through BuyBoard Cooperative Purchase Contract 703-23 in the amount of $61, 250 . 00 .
