INTEROFFICE MEMORANDUM
Date: June 5, 2024
To: The Honorable Mayor and City Council
Through: Ronald Burton, CPM
City Manager
From: Pam Langford, Development Services Manager
RE: P. R#23794
Introduction:
The intent of this Agenda Item is to seek the City Council's approval of P. R. #23794 for the
2024 Community Development Block Grant(CDBG) allocations for$1,030,589.00.
Background:
The Department of Housing and Urban Development has allocated $1,030,589.00 in Community
Development Block funds for Program Year 2024. The Grant funds must benefit low or
moderate-income neighborhoods or households.
The 2024 allocation is a$12,219.00 decrease from the 2023 allocation of$1,042,808.00.
Public Service projects are eligible for CDBG funding, but funding for public service activities
cannot exceed 15%of the City's annual allocation of$154,588.35.
Staff Recommendation:
The staff has based its funding recommendation on the following criteria:
1. Funding availability
2. Past Performance
3. Number of the person served
4. Priority Needs
Thirteen(13) CDBG public service organizations submitted applications to the Grants
Management division. Staff recommends funding for the following seven(7) organizations:
1. Nutrition and Services for Seniors
2. Lion Hearted
3. Court Appointed Special Advocates (CASA)
4. Catholic Charities of Southeast Texas
5. Willie Carter Community Outreach Center
6. Julie Rogers Gift of Life
7. Tender Loving Care Dba Legacy Community Development Corporation
Since housing assistance is a high priority for the City, CDBG funds will benefit low—to
moderate-income families needing down payment assistance, home repairs, or infrastructure
improvements. These improvements include water and sewer lines, sidewalks, and driveways for
infrastructure-related activities.
The City Council is responsible for approving final allocations. Staff recommendations are only
a guide for the City Council.
Budget Impact:
Community Development Block Grant is the funding source.
Recommendation:
It is recommended that the City Council approve P. R. #23794.
