I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Henderson gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in a Special Executive Session on
Tuesday, September 22, 2009 at 4:07 p.m. in the City Council Chamber, City Hall, with
the following members present: Mayor Deloris "Bobbie" Prince; Mayor Pro Tem
Elizabeth "Liz" Segler; Councilmembers Martin Flood, Robert E. "Bob" Williamson and
Thomas J. "Tom" Henderson; City Manager Steve Fitzgibbons, City Secretary Terri
Hanks and City Attorney Mark T. Sokolow.
Councilmember Morris Albright, III was absent from the Special Executive Meeting.
Councilmember Dawana K. Wise joined the Special Executive Meeting at 4:10 p.m.
Councilmember John Beard, Jr. joined the Special Executive Meeting at 4:15 p.m.
Councilmember Jack Chatman, Jr. joined the Special Executive Meeting at 5:12 p.m.
II. *CLOSED MEETING EXECUTIVE SESSION
Closed Meetin4:
(1) Section 551.087 Government Code - To Discuss Incentives
For Industrial Business Prospects, And Commercial
Expansions For Downtown Port Arthur And For PAEDC
Business Parks
(2) Section 551.074 Government Code - To Discuss The
Appointment Of An Interim City Attorney And Transition
Thereof
(3) Section 551.072 Government Code - To Discuss The Value
Of Land Adjacent To The City's Boardwalk And As To 7BS
Operations
The City Council recessed their Special Executive Meeting at 4:09 p.m. to meet in
Executive Session to consider the above-mentioned topics, and reconvened their
meeting at 5:33 with the following members present: Mayor Prince; Mayor Pro Tem
Segler; Councilmembers Chatman, Flood, Beard, Williamson, Wise and Henderson; City
Manager Fitzgibbons; City Secretary Hanks; City Attorney Sokolow and Sergeant At
Arms Chief of Police Mark Blanton.
III. ADJOURNMENT OF MEETING
Upon the motion of Councilmember Williamson, seconded by Councilmember Chatman
and carried unanimously, the City Council adjourned their Special Executive Meeting at
5:34 p.m.
An audio-disc of this meeting is on file in the office of the City Secretary and is made a
part of the ofFcial minutes of this meeting.
