ZONE CHANGE REQUESTZ24-05 Open Book Real Estate Investments Department of Development ServicesDivision of Planning REQUEST… City Council is being asked to consider a ZoningChangeforapproximately1.437 acres(62,595.72 SF)of land,Tracts CA-1-A,CA-1-B,and CA-1-C,Vista Village Subdivision,City ofPortArthur,Jefferson County,Texas The properties are located Northeast of TerraceAvenue&Southwest of Linkwood Street. PURPOSE… The purpose of this request is to change the zoningfrom“NS”Neighborhood Services to “LDR”Low-Density Residential (Formerly known as Single-Family)for the construction of Single-Family Homes. BACKGROUND… May 10, 2024 –The application for the zoning request was submitted to the Planning Division. May 15, 2024 -notification sent to adjacent property owners within 200 ft. May 18, 2024 –Public Notice published in Port Arthur Newspaper. The Planning and Zoning Commission (P&Z) met in a Regular Session to conduct a public hearing on June 3, 2024, at 5:30 p.m. The Planning Commission voted 3:0 recommending to approvesaid request. On June 4, 2024, -City Council approved Res. No. 24-238, calling for a public hearing. June 19, 2024 -Notification was published in the Port Arthur Newspaper and mailed to adjacent property owners on June 17, 2024. CURRENT/PROPOSED ZONING Current Zoning : Neighborhood Services (NS) The purpose of the Neighborhood Services district is to provide for retail businesses and personal services to meet the regular needs and for the convenience of adjacent residential areas. Proposed Zoning: Low Density Residential (LDR) The purpose of the Low Density Residential district is primarily for single family dwellings and related recreational and educational facilities normally required to provide an orderly and attractive residential area. The LDR district is intended o be defined and protected from the encroachment of uses that are not appropriate in a residential environment.
