Introduction:
The intent of this Agenda Item is to seek the City Council's approval of P. R. #23844 to amend
the contract between the City of Port Arthur and Family Services of Southeast Texas.
Background:
To address the need for homelessness assistance and supportive services, Congress appropriated$5
billion in American Rescue Plan funds to be administered through HOME to perform activities that must
primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in
other vulnerable populations.
Resolution# 23-295 approved$60,000.00 of HOME Investment Partnerships American Rescue Plan
(HOME-ARP) funding for the Family Services of Southeast Texas organization. The Family Services of
Southeast Texas will provide case management and crisis intervention to domestic violence victims.
Budget Impact:
The amendment will impact the HOME Investment Partnership American Rescue Plan (HOME-
ARP) budget.
Recommendation:
It is recommended that the City Council approve P. R. #23844.

RESOLUTION NUMBER
A RESOLUTION APPROVING THE HOME INVESTMENT
PARTNERSHIPS AMERICAN RESCUE PLAN PROGRAM (HOME-ARP)
CONTRACT BUDGET AMENDMENT BETWEEN THE CITY OF PORT
ARTHUR AND FAMILY SERVICES OF SOUTHEAST TEXAS.
WHEREAS,to address the need for homelessness assistance and supportive services,
Congress appropriated$5 billion in American Rescue Plan funds to be administered through HOME to
perform activities that must primarily benefit qualifying individuals and families who are homeless,at
risk of homelessness,or in other vulnerable populations; and,
WHEREAS,Resolution#23-295 approved a$60,000.00 HOME-ARP contract between
the City of Port Arthur and Family Services of Southeast Texas; and,
WHEREAS,the current contract budget approves salaries and travel expenses related to
the HOME-ARP program. The budget amendment will eliminate the travel budget and replace it with
office supplies. The revised budget will allow for approximately$59,379 for salaries and$621 for office
supplies;
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR,TEXAS:
Section 1. That,the facts and opinions in the preamble are true and correct.
Section 2. That,the City Council of the City of Port Arthur hereby approves the contract
amendment between the City of Port Arthur and Family Services of Southeast Texas.
Section 3. That,the City Council deems it is in the best interest of the City to approve
and authorize the City Manager and the Director of Family Services of Southeast Texas to amend the
contract budget to include salaries and office supplies and to eliminate the travel budget.
THAT a copy of the caption of this Resolution be spread upon the minutes of the City
Council.
