Department Sites Damaged During Hurricane Ike.
We recommend the City Council award the bid for Fencing at various Utility Operations Department
sites to BetterBuilt Fence Co., of Beaumont, Texas, in the amounts shown below. All of these fence
repairs or reconstructions are a result of Hurricane Ike.
BACKGROUND
One fence will replace existing fence damaged or lost during Hurricane Ike, and the other is a new
fence at a mitigation project site due to Hurricane Ike. The Houston Ave. & Lakeshore underground
LS was partially abandoned, as the dry well was inundated with water and damaged beyond repair.
As a part of our recommended mitigation project, we replaced/relocated all electrical equipment from
the underground dry well to above grade, minimizing the possibility of flooding in the future. Fencing is
a TCEQ requirement to safeguard our water and wastewater systems. These fences were initially bid
and awarded back in March 2009, but the contractors failed to complete the work. Four (4) bidders
responded with the following bids:

The low bids, as shown above in bold, from BetterBuilt Fence Co. meet the specifications, and are
therefore recommended for award. Their time for completion is 90 calendar days.

BUDGET/FISCAL EFFECT
We have applied for funding from insurance and/or FEMA for these expenses, and they both appear
on FEMA PW's. Eligibility has not been determined at this time. We will use the Hurricane Ike account
# 123-2300-901.92-00, project nos. IKEWAT 8 IKESPS.
STAFF/EMPLOYEE EFFECT
Existing staff will oversee the construction of these fences, and authorize payment.
SUMMARY
The bids from BetterBuilt Fence Co. are the low bids that meet the requirements of the advertised
specifications, and are therefore recommended for award in the total amount of $16,740.
