AN ORDINANCE AS IT PERTAINS TO COMPENSATION AND BENEFITS FOR THE MAYOR AND COUNCILMEMBERS WHEREAS, per Ordinance No. 09-65, City Council Members became eligible for health insurance and COBRA benefits for themselves and for their dependants; and WHEREAS, due to an error in the calculation of the benefits, the following is now applicable (this represents what was presently received, which did not include health insurance): MONTHLY BI-WEERLY SALARY: PAY: CAR ALLOWANCE: Mayor $1,076.35 $496.77 $1,000 Mayor Pro Tem $ 538.18 $248.39 $ 950 Councilmembers $ 538.18 $248.39 $ 900 and WHEREAS, the proposed budget includes a 4o increase for non- civil service employees, which includes a 4% increase for the Mayor, Mayor Pro Tem and Councilmembers, as follows: MONTHLY BI-WEEKLY SALARY: PAY: CAR ALLOWANCE: Mayor $1,119.40 $516.65 $1,000 Mayor Pro Tem $ 559.71 $258.32 $ 950 Councilmembers $ 559.71 $258.32 $ 900 and WHEREAS, the fiscal impact for health insurance coverage for councilmembers only is estimated not to exceed $42,454 for the 2009/2010 fiscal year; and Z.po6046 WHEREAS, the fiscal impact for health insurance coverage for councilmembers and for their dependants, with the same premium allocation as active employees, is estimated not to exceed $83,537. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the Mayor and City Council will also have health insurance as follows: • Mayor and City Council, as well as their dependants, with the same premium allocation as actual employees, so long as they are in office. Section 3. That the Mayor and the City Council will also be eligible for COBRA, as allowed by law, once they are out of office and if dependant coverage is also included, the dependants will also be eligible for coverage, as allowed by law. Section 4. That this Ordinance will not take away the benefits that retirees have. Section 5. That funding for the added cost of this health insurance coverage was approved per Ordinance No. 09-68. Section 6. That a copy of the caption of this Ordinance be spread upon the Minutes of the City Council. Section 7. That this being an Ordinance amending an Ordinance which does not carry a penalty, and does not require publication, it shall take effect on November 1, 2009.
