INVOCATION, PLEDGE & ROLL CALL Assistant City Manager Thigpen gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Tuesday, August 6, 2024 at 1:11 p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Thurman Bill Bartie; Mayor Pro Tern Doneane Beckcom; Councilmembers Willie "Bae" Lewis, Harold Doucet, Thomas Kinlaw, III.; City Manager Ron Burton; City Secretary Sherri Bellard; Interim City Attorney James M. Black and Sergeant At Arms Police Chief Tim Duriso. Councilmembers Tiffany Hamilton Everfield and Donald Frank Sr. were absent from the meeting. III. ITEMS REQUIRING INDIVIDUAL ACTION A. Resolutions (1) P.R. No. 23870 — A Resolution To Consider Establishing The Proposed Fiscal Year 2024-2025 Tax Rate, Taking A Record Vote And Scheduling A Public Hearing To Receive Public Comment On The Proposed Tax Rate The Mayor introduced the above-mentioned Proposed Resolution. The motion was made by Councilmember Kinlaw and seconded by Councilmember Doucet that Proposed Resolution No. 23870 be adopted. The following record vote was taken on the motion to adopt P.R. No. 23870: Mayor Pro Tem Beckcom "Yes" Councilmember Doucet "Yes" Councilmember Kinlaw "Yes" Councilmember Lewis "Yes" Mayor Bartie "Yes" Proposed Resolution No. 23870 was adopted becoming Resolution No. 24-323. The caption of Resolution No. 24-323 reads as follows: RESOLUTION NO. 24-323 A RESOLUTION TO CONSIDER ESTABLISHING THE PROPOSED FISCAL YEAR 2024-2025 TAX RATE, TAKING A RECORD VOTE AND SCHEDULING A PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON THE PROPOSED TAX RATE (2) P.R. No. 23871 — A Resolution To Call A Public Hearing To Receive Public Comment On The Proposed Fiscal Year 2024-2025 Budget The Mayor introduced the above-mentioned Proposed Resolution. Upon the motion of Councilmember Lewis, seconded by Mayor Pro Tern Beckcom and carried, Proposed Resolution No. 23871 was adopted becoming Resolution No. 24-324. Voting Yes: Mayor Bartie; Mayor Pro Tern Beckcom; Councilmembers Lewis, Doucet and Kinlaw. Voting No: None. The caption of Resolution No. 24-324 reads as follows: RESOLUTION NO. 24-324 A RESOLUTION TO CALL A PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON THE PROPOSED FISCAL YEAR 2024-2025 BUDGET (3) P.R. No. 23872 — A Resolution Of The City Of Port Arthur, Texas Designating The Officer Or Employee Responsible For Complying With Section 26.04 Of The Texas Tax Code The Mayor introduced the above-mentioned Proposed Resolution. Upon the motion of Councilmember Kinlaw, seconded by Councilmember Lewis and carried, Proposed Resolution No. 23872 was adopted becoming Resolution No. 24-325. Voting Yes: Mayor Bartle; Mayor Pro Tern Beckcom; Councilmembers Lewis, Doucet and Kinlaw. Voting No: None. The caption of Resolution No. 24-325 reads as follows: RESOLUTION NO. 24-325 A RESOLUTION OF THE CITY OF PORT ARTHUR, TEXAS DESIGNATING THE OFFICER OR EMPLOYEE RESPONSIBLE FOR COMPLYING WITH SECTION 26.04 OF THE TEXAS TAX CODE B. Ordinances (1) P.O. No. 7265 — An Ordinance Approving The Appraisal Rolls For The Year 2024 And Receiving Determinations From The Tax Assessors Under Section 26.04 Of The Texas Property Tax Code The Mayor introduced the above-mentioned Proposed Ordinance. Upon the motion of Mayor Pro Tem Beckcom, seconded by Councilmember Doucet and carried, Proposed Ordinance No. 7265 was adopted becoming Ordinance No. 24-39. Voting Yes: Mayor Bartie; Mayor Pro Tem Beckcom; Councilmembers Lewis, Doucet and Kinlaw. Voting No: None. The caption of Ordinance No. 24-39 reads as follows: City Council Minutes Special Meeting — August 6, 2024 2 ORDINANCE NO. 24-39 AN ORDINANCE APPROVING THE APPRAISAL ROLLS FOR THE YEAR 2024 AND RECEIVING DETERMINATIONS FROM THE TAX ASSESSORS UNDER SECTION 26.04 OF THE TEXAS PROPERTY TAX CODE II. WORKSHOP To Discuss The Proposed Budget For Fiscal Year 2024 — 2025 City Manager Ron Burton and Finance Director Lynda Boswel lead the discussion regarding the proposed budget. IV. ADJOURNMENT OF MEETING Upon the motion of Councilmember Doucet, seconded by Mayor Pro Tem Beckcom and carried unanimously, the City Council adjourned their meeting at 2:11 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
