rvii ; rtfrur INTEROFFICE MEMORANDUM Date: August 01,2024 To: The Honorable Mayor and City Council Through: Ronald Burton, CPM, City Manager From: Calvin Matthews, P.E., Water Utilities Director RE: PR No. 23874—Prequalification of engineering firms for Utility Operations Projects Introduction: The intent of this Agenda Item is to authorize the City Manager to negotiate with the prequalified engineering firms to provide professional engineering services for all the Water Utilities projects. Background: The City of Port Arthur advertised a Request for Qualifications(RFQ)seeking engineering firms for Utility Operations projects on June 8, 2024,under Bid No. P24-049. The engineering firms that submitted qualifying documentation were reviewed and scored using the published established criteria. Each firm received a ranking according to their qualifications and it was deemed that all firms' services are required. Budget Impact: There is no budgetary impact for this measure. A RESOLUTION AUTHORIZING THE PRE- QUALIFICATION OF SIXTEEN (16) ENGINEERING FIRMS AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE WITH SAID FIRMS TO PROVIDE PROFESSIONAL ENGINEERING SERVICES FOR THE WATER UTILITIES DEPARTMENT. THIS PRE- QUALIFICATION WILL BE FOR A TWO (2) YEAR PERIOD. WHEREAS, the Water Utilities Department issued a request for qualifications for engineering services to provide engineering and design services for its upcoming projects; and, WHEREAS,the City advertised for Requests for Qualifications(RFQ)engineering services for Utility Operations projects with Bid No. P24-029 on June 8, 2024 and received qualifying documentation from the engineering firms on July 18, 2024; and, WHEREAS,City staff reviewed and scored each document using the published evaluation criteria, as noted in Exhibit A, and it was determined that each ranked engineering firm met the established criteria; and, WHEREAS, the Water Utilities Department recommends utilizing the services of the prequalified engineering firms listed in Exhibit A for a period of two years; and, WHEREAS, authorizing the City Manager to negotiate with the prequalified engineering firms for future water utilities projects,is hereby deemed an appropriate action. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, THAT, facts and opinions in the preamble are true and correct; and, THAT, the City Council authorizes the pre-qualification of the sixteen (16) engineering firms, as noted in Exhibit A, and authorizes the City Manager to negotiate an agreement with the PR No. 23874 8/01/2024 cm Page 2 of 3 prequalified engineering firms to provide professional engineering services for future water utilities projects for a period of two years; and. THAT, a copy of the caption of this resolution be spread upon the minutes of the City Council.
