BACKGROUND This is one of our first Phase II SSES projects performed under the ARRA grant administered by the TWDB. This project is for the Port Acres area. We will likely rehabilitate the entire remaining service area by pipe bursting method, enlarging the pipe diameter in some sections. This is a much less disruptive and expensive rehabilitation method compared to conventional removal & replacement. Five (5) contractors attended the mandatory pre-bid meeting, and the following four (4) bids were received on October 7, 2009: Bidder Total Bid _ ALLCO, Inc. $2,748,577.00 Beaumont, TX SIMCO Enterprises, LTD $3,186.981.25 Groves, TX Huff & Mitchell, Inc. $3,075,048.25 Cypress, TX Williamson Construction $2,860,510.00 Lumberton, TX BUDGET/FISCAL EFFECT This bid is 88.4% of the engineer's estimate. Funds axe available in Fund No. 404-1625-532.83-00, City Project No. 404PB6. STAFF/EMPLOYEE EFFECT City staff and our consulting engineer, Arceneaux & Gates, will oversee this 550 day project. SUMMARY 1 recommend that the City Council approve Proposed Resolution No. 15579 authorizing the execution of a contract with ALLCO, Inc., of Beaumont, Texas, in. the amount $2,748,577.00 for the Sanitary Sewer Rehabilitation by Pipebursting &Sliplining Methods to Serve Basins PA64C &PA66, Contract No. 6, City Project No. 404PB6. P.R. No. 15579 10-15-09 RESOLUTION NO. A RESOLUTION AWARDING A CONTRACT AND AUTHORIZING THE EXECUTION OF SAID CONTRACT IN THE AMOUNT OF $2,748,577.00 FOR THE SANITARY SEWER REHABILITATION BY PIPE:BURSTING & SLIPLINING METHODS TO SERVE BASINS PA64CV &PA66, CONTRACT N0.6, BETWEEN THE CITY OF PORT ARTHUR AND ALLCO, INC., OF BEAUMONT, TEXAS, ACCOUNT NO. 404-1625- 532.83-00, CITY PROJECT NO.404PB6. WHEREAS, the City is currently under are Agreed Order with the TCEQ to rehabilitate its sanitary sewer system; and, WHEREAS, there exists a need to reduce flows and eliminate sanitary sewer overflows in our collection and treatment systems; and, WHEREAS, the City of Port Arthur advertised and received bids from four contractors for the Sanitary Sewer Rehabilitation by Pipebursting &Sliplining Methods, Contract No. 6; and, WHEREAS, Arceneaux & Gates Consulting Engineers, Inc. has reviewed the bids and recommends award to the lowest responsive, responsible bidder, ALLCO, Inc.; and, WHEREAS, a copy of their recommendation and bid tabulation is attached hereto as Exhibit "A"; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Council of the City of Port Arthur hereby awards the contract for the Sanitary Sewer Rehabilitation by Pipebursting &Sliplining Methods to Serve Basins PA64C &PA66, Contract No. 6 to the lowest responsive, responsible bidder to-wit; ALLCO, Inc., of Beaumont, Texas, for sewer line construction at $2,748,57'7.00, contingent upon TWDB approval and funding; and, THAT the Mayor and City Manager of t11e City of Port Arthur are hereby authorized to execute on behalf of the City of Port Arthur a contract between the City of Port Arthur and ALLCO, P.R. No. 15579 10-15-09 Page 2 of 3 Inc. in the amount of $2,748,577.00, a copy attached hereto as Exhibit "B", contingent upon TWDB approval; and, THAT the contractor shall not proceed on any phase or segment of this work until a Notice to Proceed is issued with receipt of performance and payment bond and certificate of insurance; and, THAT, the said contract is an exact duplic:ate of a City Standard Form contract except for the changes (if any) shown in the Certificate of Standard Form Contract, a copy of which is attached hereto as Exhibit "C", and said changes are hereby approved; and, THAT, the contractor shall sign the contract documents as well as this resolution agreeing to the terms hereof; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. The Engineer conducted a mandatory pre-bid meeting on September 23, 2009 with several contractors in attendance. The lowest, responsive, responsible bid was received from the firm oFALLCO, INC. of Beaumont, Texas. Their total amount bid was $2,748,577.00. The firm submitted the required bid surety.
