BACKGROUND This is one of our first Phase II SSES projects performed under the ARRA grant administered by the TWDB. This project is for work in the Lake Charles LS service area (approx. StilwelUNederland Ave. to Woodworth, from Lakeshore to 19~` St.), in the El. Paso Ave./Memorial area up to around 28`~ St., and in the Foster Estates area. We will likely rehabilitate the entire remaining service area by pipe bursting method, enlarging the pipe diameter in some sections. 'This is a much less disruptive and expensive rehabilitation method compared to conventional removal & replacement. Four (4) contractors attended the mandatory pre-bid meeting, and the following three (3) bids were received on October 7, 2.009: Bidder Total Bid ALLCO, Inc. $2,943867.88 Beaumont, TX SIMCO Enterprises, LTD 52,813.305.63 Groves, TX Williamson Construction $2,996,714.:>0 Lumberton, TX BUDGET/FISCAL EFFECT This bid is 90.5% of the engineer's estimate. Funds are available in Fund No. 404-1625-532.83-00, City Project No. 404PB7. STAFF/EMPLOYEE EFFECT City staff and our consulting engineer, Arceneaux & Gates, will oversee this 550 day project. No. 15580 10-15-09 RESOLUTION NO., A RESOLUTION AWARDING A CONTRACT AND AUTHORIZING THE EXECUTION OF SAID CONTRACT IN THE AMOUNT OF $2,813,305.63 FOR THE SANITARY SEWER REHABILITATION BY PIPEBURSTING & SLIPLINING METHODS TO SERVE BASINS LC73, LC709 &SE435, CONTRACT NO. 7, BETWEEN THE CITY OF PORT ARTHUR AND SIMCO ENTERPRISES, LTD., OF GROVES, TEXAS, ACCOUNT N0.404-1625-532.83-00, CITY P:E~OJECT N0.404PB7. WHEREAS, the City is currently under ari Agreed Order with the TCEQ to rehabilitate its sanitary sewer system; and, WHEREAS, there exists a need to reduce flows and eliminate sanitary sewer overflows in our collection and treatment systems; and, WHEREAS, the City of Port Arthur advertised and received bids from three contractors for the Sanitary Sewer Rehabilitation by Pipebursting &Sliplining Methods to Serve Basins LC73, LC709 & SE435, Contract No. 7; and, WHEREAS, Arceneaux & Gates Consulting Engineers, Inc. has reviewed the bids and recommends award to the lowest responsive, responsible bidder, ALLCO, Inc.; and, WHEREAS, a copy of their recommendation and bid tabulation is attached hereto as Exhibit "A"; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Council of the City of Port Arthur hereby awards the contract for the Sanitary Sewer Rehabilitation by Pipebursting &Sliplining Methods to Serve Basins LC73, LC709 &SE435, Contract No. 7, to the lowest responsive bidder to~-wit; SIMCO ENTERPRISES, LTD., of Groves, Texas, for sewer line construction at $2,813,30.5.63, contingent upon TWDB approval and funding; and, P.R. No. 15580 10-15-09 Page 2 of 3 THAT the Mayor and City Manager of the City of Port Arthur is hereby authorized to execute on behalf of the City of Port Arthur a contract between the City of Port Arthur and SIMCO ENTERPRISES, LTD. in the amount of $2,813,305.63, a copy attached hereto as Exhibit "B" , contingent upon TWDB approval; and, THAT the contractor shall not proceed on any phase or segment of this work until a Notice to Proceed is issued with receipt of performance and payment bond and certificate of insurance; and, THAT, the said contract is an exact duplicate of a City Standard Form contract except for the changes (if any) shown in the Certificate of Sta~idard Form Contract, a copy of which is attached hereto as Exhibit "C", and said changes are hereby approved; and, THAT, the contractor shall sign the contract documents as well as this resolution agreeing to the terms hereof; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. The Engineer conducted a mandatory pre-bid meeting on September 24, 2009 with several contractors in attendance. The bids were opened in my presence at 3:15 p.m. and 1;he results were read aloud by me. We have checked the bids submitted and have prepared the attached cE~rtified Bid Tabulation for your review. The lowest, responsive, responsible bid was received from the firm oif S/MCO ENTERPRISES, LTD. of Groves, Texas. Their total amount bid was $2,813,305.63. The firm submitted the required bid surety.
