ZONE CHANGE REQUESTZ24-06 (A) City of Port Arthur Department of Development ServicesDivision of Planning REQUEST… City Council is being asked to consider a zoningamendmentrequesttoPlannedDevelopmentDistrict-9 (PD-9)in accordance with Section6.03 of the City of Port Arthur ZoningOrdinance.The amendment would add a landusetypetoSection2(A)(3)of the PD,whichprovidesdistrictregulationsfordoublefrontagelotslocatedinBlocks161and165oftheCity’sdesignatedhistoricdistrict. PURPOSE… This request is to amend planned developmentdistrict-9 by adding the use type:ProfessionalOffice,local to section 2(A)(3)by a specific usepermit. BACKGROUND… July 11, 2024 –The application for the zoning request was submitted to the Planning Division. August 1, 2024 -notification sent to adjacent property owners within 200 ft. July 24 / August 3, 2024 –Public Notice published in Port Arthur Newspaper. The Planning and Zoning Commission (P&Z) met in a Regular Session to conduct a public hearing on August 19, 2024, at 5:30 p.m. The Planning Commission voted 3:0 recommending to approvesaid request. On July 30, 2024, -City Council approved Res. No. 23-858, calling for a public hearing. August 10, 2024 -Notification was published in the Port Arthur Newspaper and mailed to adjacent property owners on August 12, 2024. CURRENT ZONING Current Zoning : Planned Development -9 (PD-9) Approved as part of the Comprehensive Zoning Change in 1989 (Ord. 89-54), the Planned Development District was established to preserve and protect the historic character of the City’s designated historic district. It establishes and protects areas, sites, or structures with significant historical, cultural, architectural, or aesthetic value. A historic district can also help revitalize and preserve the residential, civic, and business areas.
