INVOCATION, PLEDGE & ROLL CALL The City Council of the City of Port Arthur met in Special Session on Monday, September 3, 2024 at 10:21 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Thurman Bill Bartle; Mayor Pro Tem Doneane Beckcom; Councilmembers Tiffany Hamilton Everfield, Harold Doucet, Thomas Kinlaw, III. and Donald Frank Sr.; City Manager Ron Burton; City Secretary Sherri Bellard; Interim City Attorney Roxann Pais Cotroneo and Sergeant At Arms Police Chief Tim Duriso. Councilmembers Willie "Bae" Lewis and Tiffany Hamilton Everfield were absent from the meeting. II. WORKSHOP To Discuss The Proposed Budget For Fiscal Year 2024 — 2025 City Manager Burton introduced Finance Director Lynda Boswell to open the workshop. Library Director Steven Williams appeared before the City Council to answer inquiries regarding the proposed budget for the Library. Civic Center Director Adam Saunders appeared before the City Council to answer inquiries regarding the proposed budget for the Civic Center. Convention and Visitors Center Director Tammy Kotzer appeared before the City Council to answer inquiries regarding the proposed budget for the Convention and Visitor's Bureau. The City Council recessed their meeting at 11:07 a.m. and reconvened their meeting at 11:19 a.m. with the following members present: Mayor Bartle; Mayor Pro Tem Beckcom; Councilmembers Doucet, Kinlaw and Frank; City Manager Burton; City Secretary Bellard; City Attorney Pais Cotroneo and Sergeant At Arms Chief Duriso. Health Director Judith Smith appeared before the City Council to answer inquiries regarding the proposed budget for the Health Department. Transit Director Ivan Mitchell appeared before the City Council to answer inquiries regarding the proposed budget for the Transit Department. Parks and Recreation Director Chandra Alpough appeared before the City Council to answer inquiries regarding the proposed budget for the Parks and Recreation Department. The City Council recessed their meeting at 12:25 p.m. and reconvened their meeting at 1:51 p.m. with the following members present: Mayor Bartle; Mayor Pro Tem Beckcom; Councilmembers Doucet, Kinlaw and Frank; City Manager Burton; City Secretary Bellard; City Attorney Pais Cotroneo and Sergeant At Arms Chief Duriso. IT Director Fay Young appeared before the City Council to answer inquiries regarding the proposed budget for the IT Department. Fire Chief Robert Havens and Interim Deputy Fire Chief Antonio Mitchell appeared before the City Council to answer inquiries regarding the proposed budget for the Fire Department. pp City Island Director George Davis appeared before the C ty Coun cil to answer inquiries regarding the proposed budget for Pleasure Island. The City Council recessed their meeting at 3:41 p.m. and reconvened their meeting at 4:00 p.m. with the following members present: Mayor Bartle; Mayor Pro Tern Beckcom; Councilmembers Doucet, Kinlaw and Frank; City Manager Burton; City Secretary Bellard; City Attorney Pais Cotroneo and Sergeant At Arms Chief Duriso. Utility Operations Director Calvin Matthews and City Consultant Hani Tohme appeared before the City Council to answer inquiries regarding the proposed budget for the Waste Water Department. Gloria Sanchez, 6625 Jade Avenue, appeared before the City Council to discuss the proposed water rate increase. Public Works Director Flozelle Roberts appeared before the City Council to answer inquiries regarding the proposed budget for Public Works. III. ADJOURNMENT OF MEETING Upon the motion by Councilmember Doucet, seconded by Councilmember Kinlaw and carried unanimously, the City Council adjourned their meeting at 4:36 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
