HomeMy WebLinkAboutPR 23889: PAEDC, TO ACCEPT A PROPOSAL FROM PREFERRED FACILITIES GROUP - USA FOR THE FACADE REPAIRS TO THE BUILDING AT 501 PROCTER STREET 0� / .ell' \\ e , .----„ o, s , o/ PoRT*ARTHUR ONOMIC DEVELOPMENT CORPORATION MEMORANDUM Date: September 12, 2024 To: Honorable Mayor and Members of the City Council of Port Arthur Through: Ronald Burton, Port Arthur City Manager From: Terry Stokes, PAEDC Chief Executive Officer RE: Proposed Resolution No. 23889 authorizing the Port Arthur Economic Development Corporation to accept a proposal from Preferred Facilities Group- USA for the façade repairs to the building at 501 Procter Street,through the Buy Board Texas Cooperative Purchasing Program, Contract No. 728-24 for an amount not to exceed $9,039.34; Funds available in PAEDC account no.: 120-80-625- 5312-00-00-000 Introduction: The intent of this Agenda Item is to seek the Council's consideration and authorization of the Port Arthur Economic Development Corporation to accept a proposal from Preferred Facilities Group -USA for the façade repairs to the building at 501 Procter Street,through the Buy Board Texas Cooperative Purchasing Program, Contract No. 728-24 for an amount not to exceed $9,039.34; Funds available in PAEDC account no.: 120-80-625-5312-00-00-000 Background: The facade on the building is spalling and causing rainwater infiltration into the building causing damage to tenants' offices. Repairs are necessary to prevent further damage and hazardous conditions. Budget Impact: $9,039.34 Recommendation: It is recommended that the City Council approve the PAEDC accepting a proposal from Preferred Facilities Group—USA. P.R. A RESOLUTION AUTHORIZING THE PORT ARTHUR ECONOMIC DEVELOPMENT CORPORATION TO ACCEPT A PROPOSAL FROM PREFERRED FACILITIES GROUP - USA FOR THE FACADE REPAIRS TO THE BUILDING AT 501 PROCTER STREET, THROUGH THE BUY BOARD TEXAS COOPERATIVE PURCHASING PROGRAM, CONTRACT NO. 728-24 FOR AN AMOUNT NOT TO EXCEED $9,039.34; FUNDS AVAILABLE IN EDC ACCOUNT NO.: 120-80-625-5312-00-00-000 WHEREAS, the Port Arthur Economic Development Corporation (the "PAEDC") is the owner of the office building at 501 Procter Street in Port Arthur, Texas (the "Building"); and WHEREAS,the Building houses several office tenants; and WHEREAS,the façade on the building is spalling and causing rain water infiltration into the building and tenants offices; and WHEREAS, as owner of the building it is the PAEDC's responsibility to maintain and repair the structure of the building and maintain tenant offices free of hazard; and WHEREAS, pursuant to Chapter 271, Subchapter D, of the Local Government Code, a city may participate in cooperative purchasing programs, such as Buy Board Purchasing Program Contract No. 728-24 as an alternative to a formal bid bidding process; and WHEREAS, Preferred Facilities Group —USA, of Port Arthur, Texas, as a participating member of the Buy Board Cooperative Purchasing Program has submitted a proposal for the repairs of the façade at 501 Procter Street, attached hereto as Exhibit "A", for an amount not to exceed $9,039.34; and WHEREAS, the PAEDC Board of Directors at their regular Meeting of September 9, 2024, approved the proposal submitted by Preferred Facilities Group - USA to repair the facade on the building at 501 Procter Street for an amount not to exceed$9,039.34. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the PAEDC is herein authorized to execute a proposal submitted by Preferred Facilities Group - USA to repair the façade on the building at 501 Procter Street for an amount not to exceed $9,039.34. Section 3. That a copy of the caption of this Resolution be spread upon the minutes of the City Council. Terms: NET30 Our estimate is based on our interpretation of the project as presented to us. Our scope is limited to the line items broken down into individual tasks of work and developed based upon the Unit Price Book rate as modified by the city cost adjustment and our Coefficient. All pricing for the required line-item estimate is derived from the current calendar year RSMeans Facilities Construction Cost Data Book with Updates. This Proposal contains confidential and proprietary information that is intended only for the use of Port Arthur EDC and is not to be shared, copied, or disseminated in any way. The information includes all attachments, drawings, sketches, and proposed product selections and must be kept confidential. This information shall be used for the sole purpose of evaluating this Proposal and must not be used for any other purpose without the explicit consent of Preferred Facilities Group— USA. Once the quantities of work and price are approved, the individual Job Order becomes a fixed-price lump sum contract.
