RE: P.R. 23947—Convention and Visitors Bureau Contract for FY 2024-2025
Introduction: Request approval to amend a contract between the City of Port Arthur and the
Port Arthur Convention and Visitor's Bureau in the amount of$880,000 for fiscal year 2024-
2025.
Background: Hotel Occupancy Taxes can provide funding to promote tourism and directly
promote the convention and hotel industry. Historically, a portion of the Civic Center
operations,the Convention and Visitors Bureau, Museum of the Gulf Coast, Rose Hill Manor
and Pompeiian Villa as well as several non-profit organizations that promote art and culture
have received funding from Hotel taxes through the City of Port Arthur. The Convention and
Visitors Bureau received funding in the amount of$660,000 in fiscal year 2018-2019,
$700,000 in fiscal year 2019-2020, $730,000 in fiscal year 2020-2021, $777,000 in fiscal year
2021-2022, $790,000 in fiscal year 2022-2023, $830,000 in fiscal year 2023-2024; $880,000 in
the budget for fiscal year 2024-2025.
Budget Impact: Funds are available in the Hotel Occupancy Tax Fund, account number 140-
15-600-5470-00-20-000, Project H07912.OTH.00S.
Recommendation: The attached Proposed Resolution No. 23947 amends the contract
between the City of Port Arthur and the Port Arthur Convention and Visitor's Bureau in the
amount of$880,000 for the fiscal year 2024-2025. We recommend that the City Council
approve it as presented.

A RESOLUTION APPROVING AN AMENDMENT TO THE
CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND
THE PORT ARTHUR CONVENTION AND TOURIST
ASSOCIATION WHICH MANAGES AND OPERATES A
CONVENTION/VISITORS BUREAU IN ORDER TO PROVIDE
FUNDING OF THE 2024-2025 FISCAL YEAR IN THE
AMOUNT OF $880,000.00, HOTEL OCCUPANCY TAX
ACCOUNT NO. 140-15-600-5470-00-20-000,H07912.OTH.00S.
WHEREAS, in the year 1976, the City Council, passed Resolution # 76-106, which
authorized a contract between the City of Port Arthur and the Port Arthur Convention and Tourist
Association, which manages and operates a convention/visitors bureau; and
WHEREAS, in the year 2005, the City Council, passed Resolution # 04-389, which
amended the contract between the City of Port Arthur and the Port Arthur Convention and Tourist
Association: and
WHEREAS, the Port Arthur Convention and Tourist Association directly promotes
tourism and directly promotes the convention and hotel industry at a cost of$880,000.00; and
WHEREAS, each year the contract between the City of Port Arthur and the Port Arthur
Convention and Tourist Association must be amended to state a specific cost to reauthorize the
contract, which cost is $880,000.00; and
WHEREAS, it is deemed prudent to approve an amendment thereto.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That Article V of the Contract, between the City and Port Arthur
Convention and Tourist Association shall be amended to read as follows:
"V. The City shall advance to the Association a portion of the proceeds of the
Hotel and Motel Occupancy Tax received by the City. The amount of the
advance will be determined by the City Council on an annual basis. The
Convention and Tourist Association requests that during the annual budget
planning cycle each year, the City Council take into consideration the changing
financial circumstances of the Convention and Tourist Association and the City,
as well as the effectiveness of the marketing efforts of the Association and its
value to tourism in Port Arthur. The funds allocated to the Association's budget
for fiscal year 2024-2025 are $880,000.00. To effectuate the intentions of the
parties hereto, it is agreed that the following procedure for such payments shall
be established:
a. The City will advance to the Association one-twelfth (1/12) of
their annual allocation on a monthly basis.
b. In the first month of each calendar quarterly year,the Association
shall furnish to the City Manager a statement of the activities of
the Convention/Visitors Bureau during the preceding calendar
quarterly period."
Section 3. That the Association shall signify its approval of the foregoing amendment
by its President dating and signing two (2) duplicate copies of this Resolution, each of which has
been signed by the Mayor and attested by the City Secretary.
Section 4. That a copy of the caption of the Resolution be spread upon the Minutes of
the City Council.

Regular Meeting of the City Council of the City of Port Arthur, Texas by the following vote:
