I. INVOCATION, PLEDGE & ROLL CALL
Mayor Bat-tie gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday,
September 24, 2024 at 4:06 p.m. in the City Council Chamber, City Hall, with the
following members present: Mayor Thurman Bill Bartie; Mayor Pro Tem Doneane
Beckcom; Councilmembers Harold Doucet, Thomas Kinlaw, III. and Donald Frank, Sr.;
City Manager Ron Burton; City Secretary Kelly Moore; Interim City Attorney Roxann Pais
Cotroneo, and Sergeant At Arms Police Chief Tim Duriso.
Councilmember Tiffany Hamilton Everfield joined the meeting at 4:37 p.m.
Councilmember Willie "Bae" Lewis was absent from the meeting.
II. *CLOSED MEETING (EXECUTIVE MEETING)

The City Council recessed their meeting at 4:13 p.m. to meet in Executive Session to
consider the above-mentioned topics and reconvened their meeting at 5:36 p.m. with
the following members present: Mayor Bartle; Mayor Pro Tem Beckcom;
Councilmembers Hamilton Everfield, Doucet, Kinlaw and Frank; City Manager Burton;
City Secretary Bellard; City Attorney Pais Cotroneo and Sergeant At Arms Chief Duriso.
MOTIONS IN OPEN SESSION:
Councilmember Kinlaw read the following motion into the record:
A Motion Authorizing The City Manager And City Attorney To
Proceed With An Eviction Of The Tenement At City-Owned
Property Located At 3451 57th Street, Port Arthur, Texas For Non-
Compliance With Its Commercial Lease Agreement At Said
Facility On October 31, 2024
Upon the motion of Councilmember Kinlaw, seconded by Mayor Pro Tern Beckcom and
carried, the above-mentioned motion was adopted.
Voting Yes: Mayor Bartie; Mayor Pro Tern Beckcom; Councilmembers Hamilton
Everfield, Doucet, Kinlaw and Frank.
Voting No: None.
The above-mention motion was adopted.
Mayor Pro Tern Beckcom read the following motion into the record:
A Motion Authorizing The City Manager To Waive $143,177.06 In
Penalties On The Water Utilities Account For Park Central
Apartments, Located At 85801 Park Central Blvd., Port Arthur,
Texas. The Waiver Is Contingent Upon The Payment Of The
Remaining Unpaid Utility Bill, Totaling $58,372.96, For The
Period From January 27, 2e017, To September 28, 2017, Said
Amount To Be Paid Within The Next Billing Cycle
Upon the motion of Mayor Pro Tern Beckcom, seconded by Councilmember Kinlaw and
carried, the above-mentioned motion was adopted.
Voting Yes: Mayor Bartie; Mayor Pro Tem Beckcom; Councilmembers Hamilton
Everfield, Doucet, Kinlaw and Frank.
Voting No: None.
The above-mention motion was adopted.
Mayor Pro Tern Beckcom read the following motion into the record:
A Motion Authorizing The City Manager And City Attorney To
Proceed With The Acquisition Of Two Land Parcels: A 0.0046-
Acre Portion At The Intersection Of Procter Street And 9th
City Council Minutes
Special Meeting (Executive Session) — June 27, 2023 2
Avenue, And A 0.0057-Acre Portion At The Intersection Of
Procter And Woodworth Blvd., For The Proposed Traffic Signal
Installation Projects. The City Manager Is Further Authorized To
Execute The Purchase Agreement, With Final Approval Of The
Acquisition By The City Council
Upon the motion of Mayor Pro Tern Beckcom, seconded by Councilmember Frank and
carried, the above-mentioned motion was adopted.
Voting Yes: Mayor Bartie; Mayor Pro Tern Beckcom; Councilmembers Hamilton
Everfield, Doucet, Kinlaw and Frank.
Voting No: None.
The above-mention motion was adopted.
III. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Kinlaw, seconded by Councilmember Doucet and
carried unanimously, the City Council adjourned their meeting at 5:41 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
