Coastal Storm Risk Management:
A Regional Approach
Construction of a region-wide risk reduction system, along with ecosystem restoration, will improve our ability to respond to future storms and address long-term impacts of sea level
rise & land subsidence.
The Port Arthur Project is a component of the Sabine Pass to Galveston Bay Program (S2G) which includes project areas in the cities of Port Arthur (Jefferson), Freeport (Brazoria), and
Orange (Orange).
The objectives of the overall S2G Program include:
Reducing risks to human life from storm surge;
Reducing economic damages to residents, businesses, and infrastructure;
Enhancing energy security by reducing storm surge risk to petrochemical facilities; and
Reducing adverse physical impacts to waterways used for commercial and recreational activities.

Port Arthur Project Executive Overview
The Port Arthur Project, one of three S2G projects, is located in Southeast Texas, approximately 12 miles from the Gulf of Mexico, on the west side of Sabine Lake. The Project will provide
improvements to the existing Hurricane Flood Protection Project (HFPP) system and provide protection for the 1% Annual Exceedance Probability (AEP) 100-Year Storm Event combined with
2077 Relative Seal Level Rise conditions.
The improved Coastal Storm Risk Management (CSRM) system will increase the level of performance and resiliency of the HFPP.

Port Arthur Project Overview
USACE is partnering with Jefferson County Drainage District # 7 (DD7),
the Non-Federal Sponsor), to design and construct the Port Arthur Project.
The Federal Government is responsible for 65% of the cost and the Non-Federal sponsor is responsible for 35% of the cost.
Currently working on obtaining federal approval for the cost increase by the end of 2025.
Cost increases driven by a variety of factors including: increased scope due to updated storm modeling, labor and construction cost increases, inflation, and revised utility relocation
costs.

Concrete Floodwalls
Construct 5 Miles of New Concrete Floodwall
Replace existing I-Walls with new T-Walls
Provide Levee Erosion Protection (Stone Armoring) to shield the system against storm surge conditions
Earthen Levees
Raise nearly 11 miles of existing earthen levee

Road and Railroad Closure Gates
Construct 21 road & railroad closure structures along public-private roadways and rail lines. There are two types of closure gates:

Construct concrete fronting protection at 10 existing pumping stations along the CSRM levee system
