RE: P.R. 23937 - Applying for FY25 SB 224 Catalytic Converter Grant Program
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
apply for the FY25 SB 224 Catalytic Converter Grant Program.
Background:
The Motor Vehicle Crime Prevention Authority(MVCPA)has authorized the issuance of the
Fiscal Year 2025 SB 224 Catalytic Converter Grant Program. Funding through this grant
allows law enforcement agencies to conduct activities intended to detect and prevent catalytic
converter theft in this state.
Budget Impact:
The grant is 80% funded with a 20% grant match requirement.
Recommendation:
It is recommended that City Council approve the City Manager to apply for the FY25 SB 224
Catalytic Convert grant program,. as discussed and/or outline above.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY
FOR THE FISCAL YEAR 2025 SB 224 CATALYTIC CONVERTER
GRANT PROGRAM WITH A 20% CASH MATCH REQUIREMENT.
WHEREAS, under the provisions of the Texas Transportation
Code Chapter 1006 and Texas Administrative Code Title 43 ; Part
3 ; Chapter 57, entities are eligible to receive grants from
the Motor Vehicle Crime Prevention Authority to provide
economic motor vehicle theft, including catalytic converter
theft; and
WHEREAS, this grant program will assist the City of Port
Arthur to combat catalytic converter thefts; and
WHEREAS, the City Manager has the authority to apply for,
accept, reject, or terminate such grant funding on behalf of
the City of Port Arthur; and
WHEREAS, the FY25 SB 224 Catalytic Converter Grant
Program covers 800 of funding requires a 2096 cash match from
the City; and
WHEREAS, the City Council finds it in the best interest
of the citizens of the City of Port Arthur that the Police
Department to apply for funding; and
WHEREAS, the City Council has agreed that in the event of
loss or misuse of the grant funds, City Council agrees and
assures that the grant funds will be returned in full to the
Motor Vehicle Crime Prevention Authority.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Manager is authorized to apply
for the FY25 SB 224 Catalytic Converter Grant .
Section 3 . That a copy of the Resolution shall be spread
upon the Minutes of the City Council .
READ, ADOPTED AND APPROVED on this day of October,
