REQUEST:
The load-in ramp at the Civic Center does not allow for trailers and vehicles to enter the building
without needing to make a hard turn due to the ramp being slightly to one side of the roll-up
door. Because of this, it is difficult, and sometimes impossible, for these types of equipment to
safely enter. The loading dock adjacent to the ramp was designed to hold two trucks
simultaneously. This has not been utilized for two trucks in anyone's recent memory. To
remedy this problem, a five-foot addition to the existing ramp will be added to accommodate
vehicles and trailers to enter the building straight-on with no need for turns or corrections. This
will eliminate the difficulty in entering the building and possible building damage. Signature
Group of Port Neches, TX can do this work for $31,891.00 out of account number 307-15-043-
8512-00-10-000-.
ANALYSIS/CONSIDERATION:
A five-foot addition to the existing ramp at the loading dock will be added to more safely allow
for equipment to enter the Civic Center building. Signature Group (International Property
Developments, LLC) of Port Neches, TX has provided a price for this work under the Region 5
Cooperative Contract #20230404 in the amount of $31,891.00 out of account number 307-15-
043-8512-00-10-000-.
RECOMMENDATION
A resolution authorizing the City Manager to enter into an agreement with Signature Group of
Port Neches, TX to add a five-foot section of ramp to the existing loading dock ramp at the Civic
Center in the amount of$31,891.00. Funds available in account number 307-15-043-8512-00-
10-000-.
BUDGETARY AND FISCAL EFFECT
Funds are available in FY 24-25 Account#307-15-043-8512-00-10-000-.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
INTO AN AGREEMENT WITH SIGNATURE GROUP
(INTERNATIONAL PROPERTY DEVELOPMENTS, LLC) OF PORT
NECHES, TEXAS. FOR THE ADDITION OF A FIVE-FOOT EXTENSION
TO THE EXISTING LOADING DOCK RAMP AT THE CIVIC CENTER,
UNDER THE SOUTHEAST TEXAS PURCHASING COOPERATIVE
ADMINISTERED BY REGION 5 EDUCATION SERVICE CENTER
(REGION 5 ESC) CONTRACT NO. 20230404, WITH A PROJECTED
BUDGETARY IMPACT AMOUNT OF $31,891.00. FUNDS AVAILABLE
IN FY 24-25 ACCOUNT NUMBER 307-15-043-8512-00-10-000-
WHEREAS,the Civic Center is in need of a five-foot addition to the existing loading
dock ramp because the current ramp is offset from the roll-up door, forcing trailers and vehicles
to make a hard turn to enter, which makes it difficult, and sometimes impossible, for such
equipment to enter safely; and
WHEREAS, Signature Group of Port Neches, TX has provided a proposal, attached in
Exhibit"A",to complete the work for the amount of$31,891.00 through Southeast Texas
Cooperative Contract No. 20230404, administered by Region 5 Education Service Center
(Region 5 ESC); and
WHEREAS, pursuant to Chapter 271, Subchapter D, of the Texas Local Government
Code, a city,by resolution of its governing body, may participate in cooperative purchasing
programs established by the State Facilities Commission for the purchase of goods at prices
established through purchase contracts of the Commission; and
WHEREAS,per Resolution No. 20-019,the City entered into an interlocal agreement
for cooperative purchasing with Southeast Texas Purchasing Cooperative, administered by
Region 5 Education Service Center(Region 5 ESC); now,therefore,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct.
THAT,the City Manager is hereby authorized to execute an agreement with Signature
Group(International Property Developments, LLC) of Port Neches, Texas, through Southeast
Texas Purchasing Cooperative, administered by Region 5 Education Service Center(Region 5
ESC) Contract No. 20230404,to add a five-foot section to the existing loading dock ramp at the
Civic Center for the amount of$31,891.00, in substantially the same form as attached hereto as
Exhibit"A"; and.
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

EXHIBIT "A"
CONTRACT FOR THE RAMP INSTALLATION SERVICES FOR THE
ROBERT A. "BOB" BOWERS CIVIC CENTER
THIS AGREEMENT, made this day of , 2024, by and between the
City of Port Arthur, a municipal corporation organized under the laws of the State of Texas,
hereinafter called "OWNER" or "CITY" and Signature Group (International Property
Developments, LLC)hereinafter called "CONTRACTOR".
WITNESSETH: That for and in consideration of the payment terms, conditions and
agreements set forth herein, OWNER and CONTRACTOR agree as follows:
1. The CONTRACTOR will commence and complete the following scope of work:
• Ramp Installation at the Civic Center as stated in the attached proposal.
2. The CONTRACTOR agrees to perform all the Work described in the Contract Documents and
comply with the terms therein for the total sum of$31,891.00.
3. The term of this Agreement shall be for ten(10)days from date on the Notice to Proceed or an
agreed upon start date by both parties, unless sooner terminated under the provision hereof.
The City can terminate this contract at its convenience which includes, but is not limited to,
funding not being available in any budget cycle within fifteen(15) days written notice.
4. During the term of this Contract, the Contractor will furnish at his own expense all of the
materials, supplies, tools, equipment, labor and other services necessary to connection
therewith, excepting those supplies 'specifically not required of Contractor in the
Specifications.
5. The CONTRACTOR agrees to perform all the work described in the specifications and
contract documents and to comply with the terms in the amounts stated in the bid documents.
6. The term "Contract Documents" means and includes the following:
1) Agreement
2) Scope of Work
3) Bid/Proposals
4) Notice of Award
5) Notice to Proceed
5. This Agreement shall be binding upon all parties hereto and their respective heirs, executors,
administrators, successors and assigns.
6. IN WITNESS WHEREOF,the parties hereto have executed, or caused to be executed by their
duly authorized officials, this Agreement in (2 copies) each of which shall be deemed an
original on the date first written above.

Thank you for the opportunity to submit our proposal to install a new 5'wide concrete ramp at the Bob
Bowers Civic Center. Our commitment is to ensure a successful project with safety as our top priority.
Our team looks forward to working diligently to achieve this goal and creating value for your company.
Scope of work is as follows:
• Mobilize to site
• Establish mutual understanding with client
• Lay out, sawcut, and demo concrete at toe of ramp for proper tie-in
• Demo existing trailer bumper pads in conflict with new ramp location
• Bushhammer existing paving and concrete walls
• Drill into existing concrete and epoxy rebar in place
• Install and tie rebar into place
• Build and set forms
• Pour 4,000 psi concrete
• Wreck forms
• Clean work area of all debris and dress site
• Demobilize
Pricing:
Total Materials $5,143.00
Total Labor $19,423.00
Total Equipment $7,325.00
Total Firm Price $31,891.00
Clarifications and Exclusions:
• This proposal is based upon working a 5/10 schedule for approximately one and a half
weeks
• Installation of any trailer bumper pads has been excluded from this proposal
• Painting, striping, and/or stamping has been excluded from this proposal
• It is the recommendation of Signature Group to keep traffic off of new ramp for at least two
(2)weeks
• All permitting is excluded from this proposal

Pricing includes all materials as outlined in the scope of work. Sales tax, at a rate of 8.25%, is not
included and will be added to the invoice unless the client provides a valid resale or exemption
certificate.
This proposal assumes that the work will proceed without unforeseen delays beyond the control of
Signature Group. If work is halted for any reason not attributable to Signature Group, we reserve the
right to charge standby rates for a minimum of four hours, based on the applicable rates. Any
additional work resulting from a change in scope will require a Change Order between Signature Group
and the client before proceeding.
If, during the performance of the contract, there is a significant increase in the price of materials due
to circumstances beyond the contractor's control, the contract price shall be adjusted equitably. This
adjustment will be made to cover any substantial price increases that occur after the contract is signed.
To qualify as a significant price increase, the rise must be documented with quotes, invoices, or
receipts.
In cases where material delivery is delayed due to shortages or unavailability of materials and
equipment, and such delays are not caused by the contractor, the contractor shall not be held liable
for any additional costs or damages resulting from these delays.
Terms, fees, and conditions are valid for 30 days from the date of this proposal.
