Background: The 16" Atlanta water line from 19th Street to 4th Street is the main water supply line for the downtown area of Port Arthur. Based on the work orders and the residents' concerns, the water line condition urgently needs rehabilitation. Arceneaux Wilson & Cole Engineer firm (AWC) provides professional services to design and construct a 20" water line replacement for the project. Resolution No. 24-021 awarded the project to Global Drilling Inc. of Winnie, Texas, for $2,377,477.00, and Arceneaux Wilson& Cole Engineer firm(AWC) of Port Arthur, Texas, via Resolution No. 23-464, is the project engineer and construction manager. The existing 16-inch water line is currently experiencing multiple leaks due to joint separation and deteriorated pipe material. To avoid further damage to the existing water line during construction which will result in water services interruptions and to lessen disturbances and avoid blocking large sections of the road for residents in the area, the City has requested the Contractor utilize directional drilling trenchless technology to install 4,578 ft of 20-inch water line. To better accommodate this construction plan,the City has also elected to delete the main line valves on the 20-inch water line. Arceneaux Wilson& Cole Engineer firm (AWC), along with City staff, is recommending Change Order No. 1 for the Atlanta Water Line Improvement project to make the aforementioned changes. Change Order No. 1 is also extending the duration of the contract time by 90 days to a new total contract time of 270 days. Funding is available in Capital Improvement Projects Account No. 405-40-000-8516-00-00- 000,Project No. WS0019-CON. Recommendation: It is recommended that City Council approve Proposed Resolution No.24041 to approve Change Order No. 1 for the Atlanta Water Line Improvement project as discussed and/or outlined above. OF WINNIE, TEXAS, INCREASING THE CONTRACT AMOUNT BY $234,163.00 TO THE NEW TOTAL CONTRACT AMOUNT OF $2,611,640.00 WITH EXTENDED CONTRACT TIME OF 90 DAYS TO THE NEW TOTAL CONTRACT TIME OF 270 DAYS; FUNDS ARE AVAILABLE IN CAPITAL IMPROVEMENT PROJECTS ACCOUNT NO. 405-40- 000-8516-00-00-000, PROJECT NO. WS-0019 CON. WHEREAS, pursuant to Resolution No. 24-021, the Atlanta Water Line Improvement Project was awarded to Global Drilling Inc. of Winnie, Texas, with a total projected budgetary amount of$2,377,477.00; and, WHEREAS, pursuant to Resolution No. 23-464, Arceneaux Wilson& Cole Engineering Firm (AWC) of Port Arthur, Texas, was hired as Design and Construction Engineer to oversee the project; and, WHEREAS, the existing 16-inch water line is currently experiencing multiple leaks due to joint separation and deteriorated pipe material, and therefore, to avoid further damage to the existing water line during construction which will result in water services interruptions and to lessen disturbances to residents in the area, the City has requested the Contractor utilize directional drilling trenchless technology instead of open trench installation to install, 4,578 ft of 20-inch water line which will also require the removal of main line valves on the 20-inch water line; and, WHEREAS, Arceneaux Wilson & Cole Engineering Firm (AWC) proposed Change Order No. 1 (EXHIBIT"A")to install using directional drilling trenchless technology, increasing the contract amount by $234,163.00 to the new total contract amount of $2,611,640.00 with extended contract time of 90 days to the new total contract time of 270 days. PR No. 24041 11/12/24 cm Page 2 of 3 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT, the City Council hereby approves and authorizes the City Manager execute Change Order No. 1 (EXHIBIT "A") to increase the amount by $234,163.00 to the new total contract amount of $2,611,640.00 and extending the contract time by 90 days to the new total contract time of 270 days; and, THAT, the funding is available in Capital Improvement Projects Account No. 405-40- 000-8516-00-00-000, Project No. WS-0019; and, THAT, a copy of the caption of this resolution be spread upon the minutes of the City Council. This change order is to increase the contract amount by $234,163.00 and extend the original contract time by 90 calendar days. The City has requested the Contractor utilize the directional drilling trenchless technology to install the entirety of the project's base bid and additive alternate bid 20-inch water line along Atlanta Avenue. This is due to the condition of the existing 20-inch water line and the potential of an open trench construction inflicting further damage to the existing pipe. The existing 16-inch water line is currently experiencing multiple leaks due to joint separation and deteriorated pipe material. Doing this allows the Contractor to maintain the ability for vehicular travel along Atlanta Avenue, without having to shut down large sections of roadway for the water line construction. Utilizing directional drilling also allows for the 20-inch water line to be constructed with minimal impedance on the adjacent homeowner's compared to what would be experienced with open trench installation. In order to maximize the directional drilling process, the City has also elected to delete main line valves on the 20-inch water line. The Contractor has also experienced a longer than normal lead time for the manufacturing of the remaining 20-inch gate valves in the project. The City and Engineer have reviewed the proposed changes and agree it is within the budget and scope as requested. This change order will extend the original contract time by 90 calendar days and increase the original contract amount by $234,163.00. We recommend that the City of Port Arthur authorize this change order to the contract as submitted. We have attached Change Order No. 1 which modifies the contract to reflect this change for your consideration and action.
